Description
This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. This announcement constitutes only the solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number N66001-03-Q-3252 is issued as a Request for Quotation. The provisions and clauses are those in effect at the time of this publication. Award will be made using FAR Part 13, Simplified Acquisition Procedures. This is a Small Business Set-Aside and the Government is seeking competitive quotations for One-year Hardware and Software Maintenance Support on the following Compaq (DEC) Computer Systems: Item 0001, DEC7610 computer, Host name: MAKO; Item 0002, Alphaserver 8200 computer; Host name: BULL; Item 0003, Alphaserver 8200 computer, Host name: GULPER; and Item 0004, Storageworks FDDI Server; Host name: NURSE. Contractor must provide standard hardware maintenance including 4-hour response time during normal work hours, Monday through Friday during principal period of maintenance (PPM). On call after PPM up to 4 hours. Contractor may come on-site and does not have to be escorted. Platter removal required. Disk drives not to be taken off-site. Disk repairs must be affected by replacement of drive. See attached Cluster Equipment Listing for more details. Contractor must be authorized by Compaq for hardware and software maintenance. Equipment location: SPAWARSYSCEN, 53560 Hull Street, PLC, Bayside Bldg 1, Room A223, San Diego CA 92152-5001. Responses that do not comply with the minimum requirements will not be considered. EVALUATION CRITERIA; A compliance matrix that addresses each item specified below must be submitted with each quotation. The offeror's compliance matrix must show which portions will comply and which portions will not comply. All exceptions must be explained in writing. Quotations received without a compliance checklist will not be considered. The Government reserves the right to determine which combination is the best value for the Government. 1. Authorized by Compaq to provide maintenance. 2. Experience: Provide documentation of previous relevant experience. Please attach point of contact for reference. 3. Past Performance: The offers received will be subject to the evaluation criteria stipulated in the Navy's Red, Yellow and Green (RYG) Program. Evaluation criteria will be made available upon request. 4. Price: Purchase order resulting from this solicitation will be awarded to the responsible offeror whose offer confirms to the solicitation is determined to provide the "Best Value" to the Government. Such offer may not necessarily be the proposal offering the lowest cost or receiving the highest technical rating. This solicitation incorporates provisions and clauses at FAR 52.213-4 Terms and Conditions - Simplified Acquisitions (Other Than Commercial Items) (May 2002), and any others that are applicable and in effect through the current Federal Acquisition Circular (FAC) and the Defense Acquisition Circular.
