Description
This is a combined synopsis/solicitation for commercial items, Vitec ELT Software, by The General Services Administration, Mid-Atlantic Region prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is GST03R0003 and this solicitation is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This procurement falls under NAIC 511210: Applications software, computer, packaged. Delivery will be made to El Segundo, CA 90245 FOB destination. No equivalent services will be accepted, only those listed below. Line Item Quantity Part # Description 1 22 SW-0100 VITec Electronic Light Table (ELT) A commercial, off-the-shelf color and grayscale image viewing, exploitation and annotation package for UNIX workstations. Includes: Right-To-Use Licensed copy of ELT SW, Documentation-HTML, Media-CD ROM 2 22 SW-0110 VITec ELT-Register/Mosaic An optional module to the base ELT that easily allows the user to warp, Register, merge and stitch images together. 3 22 SW-0120 VITec ELT-VCT An optional module to the base ELT that easily allows the user to read ADRG (ARC Digitized Raster Graphics) CD-ROMs from the NIMA. 4 22 SW-0130 VITec ELT-NITFS An optional module to the base ELT that easily allows the user to read and save NITFS (National Imagery Transmission Forma Standard) files. 5 22 SW-0140 VITec ELT-I/O An optional module to the base ELT that supports the most popular scanners and printers. Includes ELT-Scan and ELT-Print. 6 22 SW-0180 VITec ELT-Mensuration An optional module to the base ELT that allows the user to interface to the NPIC Ruler application for precise mensuration. 7 22 SW-0181 VITec ELT-Yardstick (Classified) - A classified plug-in to the ELT mensuration module. This plug-in incorporates NIMA ruler as well as several other math models for mensuration purposes. A government-approved receiving address must be provided when purchasing this module. 8 22 SW-0190 VITec ELT-Image Comparison An optional module to the base ELT that allows change detection and comparison of two images. 9 22 SW-0220 VITec ELT-TFRD (Classified) An optional module to the base ELT that allows the user to background decompress TFRD 1.3, TFRD 2.3 and TFRD 4.3 data. 10 22 SW-0230 VITec ELT-Search An optional software module to the base ELT that allows the user to perform IDEX-class exploitation on a Sun Ultra 2, Ultra 60, or better, workstation. Minimum system requirements: Sun Ultra 2, Ultra 60 , or better, dual processing workstation; Series 2 or 3 Creator 3D card or Elite card; 128MB RAM memory 11 22 SW-0250 VITec ELT-SET An optional module To the base ELT that allows the user to process MSI/HSI data. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (MAY 2002), is hereby incorporated by reference; paragraphs and subparagraphs (b) (1) (5) (6) (11) (12) (13) (14) (15) (20) apply to this solicitation and any resultant contract. GSAR Clause 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 1998) is hereby incorporated by reference; clauses, 552.215-70, 552.228-70, 552.229-70, 552.232-8, 552.232-70, apply to this solicitation and any resultant contract. FAR 52.212-2 EVALUATION -- COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible contractor whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price Delivery (b) A written notice of award or acceptance of an proposal, mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an proposal whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
