- NA This pre-solicitation and solicitation synopsis is for a construction contract to repair and pave Perimeter Road and pave access roads at Tobyhanna Army Depot, Tobyhanna, PA. Work to include, but is not limited to: demolition and removal of bituminous pavi ng; clearing, stripping, and excavation; preparation of ground surface for compaction and paving; pavement marking; and crack sealing. Period of performance is sixty (60) days to commence after 15 APR 2003. Estimated magnitude is between $250,000-$500,000. NAICS is 23411(Highway and Street Construction), average annual receipts $28.5 million. Solicitation number DAAB17-03-B-0001 applies. This solicitation, including specifications and drawings, will be issued electronically only. Any amendments will also be issued electronically only. No paper or disk will be available. Issue is in accordance with FAR 4.502, 5.102(d), and 14.205-1(a). Vendors wishing an electronic copy may download it on or after issue date at the following internet address: https://abop.mon mouth.army.mil. At the ABOP, at NEW USERS, follow instructions to register. After obtaining a password(usually provided within 24 hours), go to ABOP, under ARMY SOLICITATIONS SELECT CECOM. Failure to obtain amendments and/or acknowledge amendments by the time set for bid opening may result in rejection of your bid. Due to the use of electronic solicitation, the Government is unable to maintain a bidders mailing list. Bidders are encouraged to register as a potential source for this solicitation (see top of screen for POTENTIAL SOURCES) and to view the registered firms under the Potential Sources logo on the internet site. Bidders are further notified that bids must be submitted in HARD COPY ONLY. ELECTRONIC BIDS WILL NOT BE ACCEPTED. Estimated issue/opening dates are 22 OCT 2002 and 22 NOV 2002. Actual issue and open dates shall be as established in the solicitation.
