Description

The Naval Aviation Systems Team is providing acquisition services to procure CH-47F Chinook Transportable Flight Proficiency Simulators (TFPS) for the U.S. Army Program Management Cargo Helicopter Office (PM Cargo). The NAVAIR team, consisting primarily of NAVAIR Orlando Training Systems Division and the Manned Flight Simulator Laboratory (MFS), will develop a lab unit (Unit 0), an initial pattern unit (Unit 1) and a complete drawing package. The post-Unit 0 drawing package will be provided to industry for purposes of the build-to-print production of Unit 2 through 6. An additional XX (To be Determined) TFPS units will be acquired utilizing the NAVAIR teams drawing package as updated by the Government during the CH-47F life cycle. Acquisition Strategy: The NAVAIR team will perform all design and development efforts inclusive of all hardware selection, interfacing and software development, fabrication, assembly, test, and delivery of a lab CH-47F TFPS (Unit 0) NLT October 2003 and an initial pattern unit CH-47F TFPS (Unit 1) NLT February 2005. In addition, the NAVAIR team will develop a complete drawing package suitable for build-to-print production of Unit 2-6. The drawing package, as updated by the NAVAIR team during the CH-47F life cycle, will continue to be utilized as the build-to-print production of Units 7 through XX (To Be Determined). The ?NAVAIR team? will perform required software enhancements during the CH-47F life cycle. The initial effort titled Technical Manuals and Training Courses for CH-47F Transportable Flight Proficiency Simulator (TFPS), Device Number 01-194 will be procured utilizing a sole source 8(a) set-aside firm. The Small Business Administration has accepted the offering to TJ Inc. Engineering Services, 15224 E. Colonial Drive, Orlando, FL 32826. The contractor will be responsible for the following tasks:  integral member of the CH-47F Chinook TFPS IPT on-site at NAS Patuxent River, MD;  conduct in-process reviews;  prepare, validate, and verify Technical Manuals;  develop Systems Maintenance Manuals that provide for the operation and maintenance of the CH-47F TFPS;  assemble all COTS documentation;  prepare electronic, repeatable Maintenance Training Course designed to train the students on the maintenance and utilization of the CH-47F TFPS; and  Maintenance Training Course Presentation.
