- This Sources Sought is requesting a response from 8(a) concerns which may be capable of providing the U.S. Marshals Service with Court Security Officer (CSO) services for the protection of federal judiciary and facilities in the 7th Judicial Circuit - Central District of Illinois (Springfield, Danville, Peoria, Rock Island, and Urbana) and the 11th Judicial Circuit - Northern District of Florida (Gainsville, Panama City, Tallahassee, and Pensacola). Information received from other than 8(a) concerns will not be considered. The Government intends to award a separate contract for each district. The resulting contract will be a firm-fixed price, indefinite-delivery, indefinite-quantity, time-and-materials contract with a one-year base period and four one-year options. The contractor must provide all management, supervision, manpower, materials, supplies, and equipment (except as otherwise provided) and plan, schedule, coordinate, and assure effective performance of Court Security Officer services. The contractor must provide at a minimum, qualified CSOs that have successfully completed federal, state, county, municipal or military law enforcement academy training; that have a minimum of three calendar years experience as a certified law enforcement officer with arrest authority; be able to pass a background investigation; and meet physical fitness/medical requirements. Based on historical data, the USMS believes that the level of effort to perform these services will be approximately 40 people, 66,264 hours and 5 sites in the Central District of Illinois and 65 people, 106,424 hours and 8 sites in the Northern District of Florida. The North American Industry Classification System (NAICS) code for this requirement is 561612 ($10.5 million). Services are anticipated to commence on or about October 1, 2003. Responses to this notice must include the following: (1) capability statement to demonstrate the ability to perform these services; (2) management chart with the organization structure of the company and how it would intend to perform these services; (3) a statement of financial resources which clearly and decisively indicate that the company can perform these services successfully; (4) the name, address and telephone number of any and all references where services of similar size, scope and complexity are currently being provided or where it has been provided within the last 5 years; and (5) certification that it is in fact an 8(a) firm recognized by the Small Business Administration. Responding 8(a) concerns may be required to present a capabilities briefing to the U.S. Marshals Service either at the Headquarters in Arlington VA or at the district office in the 7th/11th Circuits. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. The Government does not intend to pay for information received. Information received will be considered solely for the purpose of determining whether there are any 8(a) concerns that have the ability and capability to perform these services successfully.
