Description
The IRS is currently examining the capabilities within the market place to provide transaction-processing services at nine locations nationwide that support the IRS employee base of approximately 120,000 employees. The IRS established nine Transaction Processing Centers (TPCs) to facilitate the efficient processing of transactions affecting the employment of IRS employees, which include payroll/personnel actions, timekeeping, employee accounts, and system support/data analysis. TPC customers are all employees of the agency, and some external interfaces exist with government entities such as the National Finance Center (NFC) at the U.S. Department of Agriculture. Each TPC (9) would require daily support (e.g., one shift, five days per week), with potential extra support during peak season (January through May). The IRS is interested in those contractors that have existing facilities or have experience in standing up a facility(s) capable to perform some or all of the following functions in accordance with applicable federal government employment regulations: 1. Processing personnel actions; 2. Updating performance appraisal information; 3. Coding non-competitive personnel actions; 4. Timekeeping; 5. Correcting personnel and payroll errors; 6. Maintaining (updating) Official Personnel Folders (OPFs); 7. Legacy system support; 8. Development of ad hoc personnel/payroll reports; 9. Provision of employee benefits support (employee account). The following summary provides a information on high-level workload requirements: Customer Base (FY01) - 113,985 customers, Total personnel actions processed (FY01) - 753,000 actions, Total personnel actions coded (FY01) - 243,000 actions, Total customer inquiries received (FY01) - 308,000 inquiries, Total time & attendance actions (processing and corrective) (FY01) - 101,000 actions, Total personnel file maintenance updates (FY01) - 531,000 actions, Total customer outreach and employee training events (FY01) - 950 sessions (approx.), Total hours for IT systems support (FY01), including Ad hoc report creation, database table maintenance, Troubleshooting, and Ad hoc system implementation - 183,000 hours (approx.). The agency has the option of furnishing the contractor with current facilities and applicable equipment, including any hardware or software, to allow for integration with the necessary databases to conduct these services. Through this RFI, IRS seeks interested, experienced parties to furnish capabilities statements with information illustrating the existence and experience in these services. Interested parties shall also include cover information that includes company name, point of contact, telephone number, fax number, e:mail address for point of contact, and identifies the company as one or more of the following: (1) small business, (2) 8(a), (3) HUBZone small business, (4) small disadvantaged business, (5) women-owned small business, (6) veteran-owned small business, (7) service disabled veteran-owned small business, or (8) large business. IRS will use the information provieded in the responses to this RFI to assess the feasibility of a government owned, contractor operated or contractor owned, contractor operated facility. Based on that assessment, IRS will decide whether to issue a solicitation for the services. This RFI is not a Request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to this RFI will not be considered as proposals or offers, which could be accepted by the Government to form a binding contract.
