Description
The Space and Naval Warfare Systems Center San Diego (SPAWARSSC San Diego), Satellite Communications Resource Branch (2842), is seeking sources that can provide test, evaluation, engineering support for both military and commercial satellite communications systems. SPAWARSYSCEN San Diego and other Department of Defense (DoD) agencies analyze and develop radio frequency (RF) communications systems and subsystems for use in the Navy communications and the Joint Services communications environment. As new baseband and network architectures are developed, these must be tested with and integrated into existing RF systems. The scope of the contemplated effort will include providing support to Code 2842 with test, engineering, and technical support for RF communications systems to include support development, test, and evaluation efforts at the Land Based Test Facility (LBTF), San Diego, CA. The systems and subsystems involved may consist of voice, data, and video communication systems that are primarily responsible for establishing, maintaining, monitoring and controlling communications links at commercial band frequencies, as well as Super High Frequency (SHF), Ultra-high Frequency (UHF) and Extremely High Frequency (EHF). A ?DRAFT? Statement of Work (SOW) is attached to the SPAWARSYSCEN San Diego web page located at http://e-commerce.spawar.navy.mil under Market Survey. This procurement is anticipated to be a cost plus fixed fee, indefinite quantity contract; other than the minimum guarantee in the base period, there is no minimum guarantee on the option years. The estimated level of effort for the total requirement is 269,500 man-hours. The North American Industry Classification System (NAICS) Code is 541330 ? Engineering Services, and the SB Size Standard is average annual gross receipts of less than 20 million dollars. The purpose of this presolicitation notice is twofold. First, to locate and identify qualified sources to determine if sources exist for a small business set aside. Second, it is issued to notify industry of the Government?s intent to utilize an Advisory Multi-Step process (see FAR 15.202) for this acquisition. Interested sources must provide the following information: (1) information about their business status (i.e., large, small, small disadvantaged, woman-owned small, HUBZone small, veteran-owned small, 8(a), etc. and (2) capability information to include a statement of qualifications and past performance information. A determination as to whether this acquisition will be a set-aside or full and open competition will be based upon responses to this notice. Submissions shall not exceed seven pages in length. The deadline for submission of capability information is 11 October 2002. Capability should be submitted via electronic transmission via the SPAWAR E-Commerce Central. SSC SD will evaluate all offeror submissions that comply with the submission instructions using the following criteria: adequacy of qualifications and relevancy of past performance. Each respondent to this notice will be notified in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor, or that it has not complied with the submission instructions.
