- Description
- The Government intends to issue a Request For Proposal (RFP), on a Full and Open Competition Unrestricted Basis. The proposed Contract will be awarded on Cost Plus Fixed-Fee Basis, for five years (one base year, and four one-year option ordering periods). The requirement is for Engineering Services for fuel systems at various locations worldwide. Requisite support will consist of, but is not limited to: Inspecting, installing, maintaining, repairing, modifying, and upgrading ocean, inter-terminal, and intra-terminal Petroleum, Oil, and Lubricants (POL) pipelines and related facilities throughout the world. This support may be required in the form of project management, economic impact studies or analysis, scheduling, feasibility studies, engineering analysis, facility design, preparing project plans and specifications, geotechnical and bathymetric surveys, underwater inspections, failure analysis, surveying, internal in-line inspection, coating and cathodic protection surveys and analysis, fabricating and installing project components, repairing and rehabilitating of pipelines and supporting structures, personnel and equipment, project logistical support, field inspecting, quality control, preparing project technical reports and drawings, preparing required permit documentation, updating and maintaining a Geographic Information Technology computerized system, and preparing project cost and progress reports. NFESC considers sources to be qualified based on their level of experience in the following subject areas, listed in their order of importance: (1) In-Line Pipeline inspection /Intelligent pigging; (2) Cathodic Protection Systems, inspection, design, repair and upgrade; (3) Repair, upgrade, and modification to existing POL facilities; (4) POL tank upgrade, repair, and modification; (5) POL Tank Inspection; (6) Hydrostatic Pressure Testing; (7) POL system condition/integrity assessment and inspection. NOTE: THIS IS NOT A REQUEST FOR PROPOSAL, AND NO CONTRACT WILL BE AWARDED SOLELY ON THE BASIS OF THE RESPONSES HERETO, OR ON FOLLOW-UP INFORMATION SUBSEQUENTLY SOUGHT. NO REIMBURSEMENT FOR ANY COSTS ASSOCIATED WITH PROVIDING THIS INFORMATION WILL BE MADE. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ULTIMATELY ISSUE AN IFB, RFP, RFQ, OR CONTRACT. This is merely a Pre-Solicitation notice of the Government's intent to issue a RFP within Sixty(60) calendar days. Responses are not necessary.
