Description
Gov.Works on behalf of the U.S. Army Simulation, Training and Instrumentation Command (STRICOM) announces its intention to award a sole source contract to Southwest Research Institute (SwRI) for approximately $367,000 to do performance tests on the Buoyant Stratospheric Vehicle (BSV). The BSV was built progressively over several years by SwRI in concert with a host of Government agencies. The materials and tools used to fabricate and repair the BSV are proprietary to the contractor, and the contractor owns patents on the system. The design of the BSV is unique in its application of a clear Mylar airframe and lightweight, low visibility, long-term self-loitering approach. The system was developed in support of several government agencies who continue to express interest. Many issues related to the BSV construction, use, and potential application are classified, and not suitable for presentation in this announcement. These facts may be disclosed under proper circumstances to individuals holding appropriate security clearances and proper need-to-know. The period of performance would be from award through January 31, 2003. Firms that believe they can provide the required items and services described above should identify themselves in writing to the Contracting Officer. Such firms must submit supporting evidence in sufficient detail to demonstrate their ability to meet the stated requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.
