Description

NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement cons titutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAJA22-02-T-0488 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The simplified acquisition procedures of F AR Part 13 are applicable to this procurement. This procurement is to purchase QTY 1 each of CLIN 0001, Mobile Fire Command Unit Vehicle (ELW-1) IAW DIN 14502-2 and 14507-7. Specifications are at the end of this Solicitation. Delivery: All prices are to be quoted F.O.B. destination and/or Origin for: 414th BSB, DPW Fire Department Fliegerhorst Kaserne 63457 Hanau, Germany Contractor is encouraged to deliver the total quantity as soon as possible after award of contract. Contractor shall indicate delivery date in their Proposal. The contractor shall be required to provide handbooks/repair manuals. The provisions at FAR 52.212-1, Instructions to Offerors, applies to this acquisition with the addendum that offerors are required to submit warranty information and parts availability with their offers. Evaluation Criteria: The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to this notice will be the most advantageous, representing the lowest price, technically acceptable to the Government. A fi rm fixed price purchase order will be awarded. Technical acceptability is more important than price. The failure of an offeror to provide information sufficient to determine conformance with the solicitation may result in the offeror being ineligible for award. Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, (found at http://www.arnet.gov/far/farqueryframe.html) with their offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Addendum to FAR 52.212-4 DFARS 252.232.7008 - ASSIGNMENT OF CLAIMS (OVERSEAS) (JUN 1997) (Reference 32.806(a)(1)) TAX RELIEF (JUNE 1997) - ALTERNATE I (JUNE 1997) (a) Prices set forth in this contract are exclusive of all taxes and duties from which the United States Government is exempt by virtue of tax agreements between the United States Government and the Contractor's government. The following taxes or duties ha ve been excluded from the contract price: NAME OF TAX: (Value Added Tax, MWST) RATE (PERCENTAGE): (16%) (b) The Contractor's invoice shall list separately the gross price, amount of tax deducted, and net price charged. (c) When items manufactured to United States Government specifications are being acquired, the Contractor shall identify the materials or components intended to be imported in order to ensure that relief from import duties is obtained. If the Contractor in tends to use imported products from inventories on hand, the price of which includes a factor for import duties, the Contractor shall ensure the United States Government's exemption from these taxes. The Contractor may obtain a refund of the import duties from its government or request the duty-free import of an amount of supplies or components corresponding to that used from inventory for this contract. (d) Tax relief will be claimed in Germany pursuant to the provisions of the Agreement Between the United States of America and Germany Concerning Tax Relief to be Accorded by Germany to United States Expenditures in the Interest of Common Defense. The Cont ractor shall use Abwicklungsschein fuer abgabenbeguenstigte Lieferungen/Leistungen nach dem Offshore Steue rabkommen (Performance Certificate for Tax-Free Deliveries/Performance according to the Offshore Tax Relief Agreement) or other documentary evidence acceptable to the German tax authorities. All purchases made and paid for on a tax-free basis during a 30-d ay period may be accumulated, totaled, and reported as tax-free. ENGLISH LANGUAGE DOCUMENTATION: All contractor-prepared correspondence furnished under this contract shall be written in the English language. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition.
