Description
B Special Studies and Analyses - Not R&D - Potential Sources Sought (Lease). OPTION POC Major Donald Hale, (719) 554-6161. The purpose of this Request for Information for helicopter leasing services is to identify potential suppliers and costs of helicopter services to perform services currently conducted by the existing Air Force Space Command?s Twentieth Air Force operated UH-1N fleet. This information will be used to update information from the July 1998 Analysis of Alternatives Report for UH-1N Helicopter Upgrade/Replacement Phase II, Lease Options. Response for leasing option is requested: a lease of helicopters, crew training (initial and tactical), and maintenance support with the Air Force continuing to supply the crews. Respondents must be able to supply personnel holding appropriate security clearances, have experience in providing helicopter and training services, be able to provide helicopters and be able to maintain the helicopters and support equipment. Generic requirements are to provide degraded weather, day/night transportation of government designated personnel and equipment. The proposed leasing option must be compatible with existing Air Force Space Command Twentieth Air Force operations, including procedures, facilities, and communications capabilities. This option is envisioned to provide complete replacement for the services provided by the UH-1N fleet deployed at Malmstrom, Minot and F. E. Warren Air Force Bases. The helicopter mission will support nuclear weapon convoy escort and emergency security response force insertion at three Intercontinental Ballistic Missile (ICBM) wings. Operations under hostile fire may occur and assured support of these missions is required. A portion of the capability must be maintained on alert status and be able to respond immediately to Air Force needs. The helicopter support concept must be capable of providing responsive and reliable support for 20 years. All interested parties are required to have a DD Form 2345 which may be obtained by calling 1 (800) 352-3572. All responses must describe the capabilities of the helicopters envisioned, spare/replacement aircraft concepts, crew manning, contracted training and maintenance support services. They must also be in a White Paper format and received not later than 30 days from the date of publication of this synopsis. The White Paper, including attachments, is limited to 50 pages or less. No extensions beyond the 30 day limit will be provided. All acceptable responses will be used to update information in Air Force Space Command?s July 1998 Analysis of Alternatives Report for UH-1N Helicopter Upgrade/Replacement Phase II, Lease Options. Topics to address for leasing option are system description; contractor proposed force structure, deployment schedule, and operational concepts to meet mission needs; costs in BY02 dollars; performance capabilities to include range, speed, endurance, passenger and weight payloads; survivability to hostile fire, navigation and communications capability, degraded weather capabilities, mission capable rate, and facilities impacts. Responses that indicate insufficient capabilities will not be considered further. Acceptable respondents will be notified and briefings to the government may be scheduled.
