- Description
- The USDA Forest Service, Ogden UT, requires the painting of two Aircraft, one Douglas DC3-TP67, S/N 20494, N142Z and one Beech Baron B58P, S/N TJ-426, N146Z in accordance with the requirements as stated herein. The contractor shall be responsible for a high level of professionalism and workmanship and shall furnish and supply all labor and materials necessary to complete the Aircraft painting services as stated herein. Contractor shall adhere and conduct business in strict compliance with all Federal, State and Local Laws governing this type of work. Contractor shall be registered with the State?s Department of Environment Protection where work is to be performed as ?a hazardous waste generator? and shall provide contractors registration certificate number before award will be made. GENERAL REQUIREMENTS--The painting services shall be performed at Contractors facility consisting of stripping, A/C inspection, and corrosion treatment, priming and painting the exterior surfaces. All work shall be completed in an enclosed hanger with dedicated space to accommodate the aircraft including adequate protocols for temperature, ventilation, lighting and atmospheric particle controls for the paint to cure in accordance with the paint manufactures instructions. Time for completion shall be strictly adhered to as follows: all work shall be completed between December 01, 2002 and January 20, 2003. The contractor shall be a FAA certified repair station or employ at least one FAA certified AirFrame and Powerplant mechanic. Prior to work starting the Government and Contractor shall jointly complete an Aircraft Condition and Inspection report as documentation of condition of Aircraft. TECHNICAL REQUIREMENTS?Paint Stripping--A/C shall be completely stripped and cleaned using MIL-R 25134 paint stripper or approved equivalent. Remove all panels and doors as necessary for complete stripping. All areas not to be stripped including open areas shall be protected or masked prior to work commencing, critical areas such as windows shall be covered with aluminum tape or foil for maximum protection, all over spray on A/C shall be cleaned prior to work commencing. All flight controls shall be removed prior to stripping and painting. All paint stripper and residue must be removed off of A/C in strict accordance with the manufactures approved process. Inspection and preparation of AC---After completion of the stripping of A/C Contactor shall thoroughly inspect A/C exterior skin and all hinge points and shall report and document the results to the COR before primer is applied. All skin corrosion must be removed and treated in accordance with aircraft manufactures recommendations. An A/C manufacture approved metal preparation such as acid etches and alodine must be used on entire metal surface prior to primer being applied. Strict attention must be paid during any sanding preparation to avoid damage to rivet heads, radomes or antennas. Cracks in fairings shall be replaced or repaired to original condition using appropriated materials. Cracks or other discrepancies with the aircraft skin or cowling shall be brought to the attention of the COR and CO for authorization to repair prior to work commencing. Primer and Painting of A/C---Preparation and application shall be accomplished in accordance with the primer and paint manufactures recommendations and instructions. All dust; dirt, oil, grease, moisture or other contaminants shall be removed from surfaces prior to application of any primer or paint. A/C shall be primed with appropriate primer to accommodate polyurethane paint as recommended by the paint manufacturer. Paint shall be high quality polyurethane such as U.S. Paint Company type Sherwin-Williams Jet-Glo or equal to be approved by the COR prior to application. A/C finish on the DC-3 shall be two primary colors and two color trim (lower fuselage and wings gray, upper fuselage white)--Paint No. 570-535 Matterhorn White, 571-527 Medium Gray, 576-675 Bright Poppy Orange, 571-510 Black Accent. A/C finish on the Beech Baron B58P shall be a primary color and two color trim-- Paint No. 570-535 Matterhorn White, 576-675 Bright Poppy Orange, 571-510 Black Accent Wing walk shall be applied to surface areas as specified by the A/C manufacture instructions. Flight controls will not be painted on the DC-3. Flight controls will be painted and balanced checked on the Baron B58P. On both aircraft measures shall be taken to assure proper control surface rigging is maintained during re-installation. All colors shall be applied in accordance with the attached USDA Forest Service drawing. Contractor shall protect all areas not being primed or painted. Each coat of primer or paint shall be applied over dry, clean surfaces and previous coats shall be free from defects i.e. sags, runs and drips, etc. Where colors intersect or join, each color shall be cut carefully to form a neat straight line without ridges or tape lines. All required markings and placards should be reinstalled or applied in accordance with A/C manufactures specifications. Additional Work--If additional work is required prior to painting preauthorization by the Contracting Officer will be required and work shall be at the applicable labor rate as submitted per the Contractors proposal. A/C parts for additional work will be furnished by the Government or reimbursed to the contractor by the Government as per agreement at the time work is authorized by the Contracting Officer.
