Description

The Government intends to negotiate a firm fixed price contract to procure a software upgrade to the DINPACS (Digital Imaging Picture Archiving and Communication Systems) Roentgen File Module in the Radiology Department at the Naval Medical Center in Portsmouth, Virginia on a sole-source basis with BRIT Systems, Inc., 1909 Hi-Line Drive, Suite A, Dallas, Texas 75207 as required by the Naval Medical Center in Portsmouth, VA. Contract line items (CLINS) are as follows: CLIN 0001 HL-7 Gateway and Modality Worklist Support (additional modules that run on the Roentgen Files) CLIN 0002 Integration costs for Modality Worklist support/unique modality CLIN 0003 Set-up and Test Support for additional modalities of same type CLIN 0004 On-Site Support for Implementation and Training CLIN 0005 New RS/6000 to run HL-7 Gateway CLIN 0006 Replacement of QuadRIS CLIN 1006AA Planning and design to migrate database of existing studies (includes migration planning and documentation CLIN 1006AB Testing and implementation CLIN 1007 Service contract for the Roentgen Files CLIN 1008 Optional 3-day, on-site evaluation and additional training. This requirement will be procured in accordance with FAR 13.5, "Test Program for Certain Commercial Items" (Clinger-Cohen). The delivery date will be approximately one week after award of contract. The North American Industry Classification Code is 421450, Medical, Dental, and Hospital Equipment and Supplies Wholesalers. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or at http://www2.eps.gov. This office no longer issues hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal. NOTE 22 APPLIES.
