- Desc. Special Notice: The Bureau of Reclamation, South Central California Area Office, intends to award Santa Clara Valley Water District, the water supplier to Santa Clara County, California, a contract to model and investigate in-district reservoir re-operation scenarios. The award will be made without competition (FAR 6.3) to take advantage of the in-house expertise and knowledge available through the District under the authority 6.302-1. The study is to identify and evaluate a short-term interim "operational appraisal" of Anderson and Coyote Reservoirs that could address the San Luis Reservoir low point problem. The low point problem limits the flexibility of State Water Projects (SWP) and Central Valley Project (CVP) operations at San Luis Reservoir during most years. The District is the most qualified to conduct the studies because as the operator of the reservoirs, District staff is already knowledgeable of the current operating criteria and limiting factors that may effect re-operation.
