- NA The U.S. Army intends to procure services to provide dedicated Foreign language television programming to the Defense Language Institute Foreign Language Center and to other DoD and U. S. GOvernment locations. This service will be procured on a base year (12 months) and four option years requirement. The requirements for this service are as follows: delivery of dedicated foreign language television programming from countries designated by the Defense Language Institute Foreign Language Center (DLIFLC). The programming will be used for two major purposes, first to delivery current, authentic broadcasts for daily classroom use at DLIFILC and at other DoD and U. S. Government locations. Second, the programming will be used for foreign language curriculum d evelopment at DLIFLC. This includes resident courses and non-resident support through various distance-learning vehicles that will be available to 25,000 DoD and other government linguists worldwide. Provider must be capable of re-broadcasting some forei gn language broadcasts in the United States. Provider must be capable of providing a minimum of three channels of continuous programming. The programs provided must be transmitted via satellite to schools, colleges, universities, U.S. Government and mili tary installations, cable TV systems, independent TV stations, business and private individuals throughout North America. Majority of programs must be produced and broadcast from the country of the language in order to achieve cultural notions, and the co rrect dialect in a native setting. All news, informational, and instructional programming must be downloaded commercial free. Lesson plans must accompany the majority of the downloaded programming and be accessible in hard copy and on the internet. Prov ider of service must secure all copyright permissions from the countries of origin to allow the U.S. Government to make unlimited reporductions of its programs for educational use. Services are to be provided 24 hours each day, seven days each week, unlim ited access to associated lesson plans, monthly schedules, and programming information must be provided. Equipment to provide this service must be compatible with GOvernment equipment already on hand. Some of the requirements of this equipment is C-Band Digital using the Wegener DVR-95/295 digital integrated receiver-decoder or DEVE-96/296 digital integrated receiver-decoder compression system(MPEG I). Phase-Stable LNB receiver. The Government intends to award this on a best value basis with the criteria being the type and quality of programming offered, to include instructional courses, and quality of supplemental materials. Type/quality of programming is more important than supplemental materials and those two criteria are twice as important as price. All replies must be submitted by 24 Sept 2002, 10AM.
