- REQUEST FOR PROPOSAL Safety Conscious Planning Agency: National Transit Institute Rutgers, The State University of New Jersey University Procurement & Contracting Administrative Services Bldg III 3 Rutgers Plaza New Brunswick, New Jersey 08901 WP050 ATTN: Cindy Johnson, Buyer Phone: (732) 932-4375 ext 2309 Fax (732) 932-4390 E-Mail: cindyj@rci.rutgers.edu Date for receipt of proposals: Thursday, November 14, 2002 The National Transit Institute (NTI) is seeking proposals to develop and deliver a training course entitled ?Safety Conscious Planning.? It is a training program for about sixteen (16) hours of instruction over a two- (2) day period. The objective of this course is to integrate safety as a key planning factor and a performance measure in all transportation plans and programs. TEA-21 enacted in 1998, for the first time included safety as one of the seven planning factors to be considered in the transportation planning process. Until this legislation, federal laws have separately addressed transportation system safety and the required transportation planning processes. TEA-21 requires that ?each statewide and metropolitan planning process shall provide for consideration of projects and strategies that will increase the safety and security of the transportation system for motorized and non-motorized users.? Some Metropolitan Planning Organizations and other agencies address this requirement by developing a safety element in their long range plans, by including safety as a factor in developing the Transportation Improvement Program (TIP) or by sponsoring a community-based safety education program. However, many others do not address safety in any substantive way. One reason is a lack of understanding of how to evaluate and identify safety problems and potential corrective engineering, educational and enforcement actions. This program will train practitioners on how to routinely integrate safety as a key-planning factor. This training program is intended for transportation planning professionals with MPOs, state DOTs, FTA, FHWA, local planning organizations and transit agencies. It also is intended for Motor Carrier Safety program managers, state police, police enforcement, State Highway Safety Specialists, representatives from Governors? Highway Safety, infrastructure safety programs, and Public Utility Commissions, and consultants. Telephone requests are unacceptable. RFPs will not be faxed. Requests will be honored if received by Thursday, October 10, 2002. RFPs will be mailed out shortly thereafter.
