Description

The Agency for Healthcare Research and Quality (formerly the Agency for Health Care Policy and Research) intends to negotiate on a sole source basis with Pacifica Human Communications, 308 D Street NE, Washington, DC 20002. The purpose of the contract is to provide Ombuds services to increase the quality and quantity of the communications in the Agency. The estimated period of performance is one year, renewable for up to a total of five years depending on performance and user repsonse. The offeror is the only sole source which has the expertise and the in-depth understanding of the current AHRQ Ombuds Program. The offerors qualifications are unique and singularly appropriate for carrying out the requirements of this proposal. The offeror must be able to provide conflict management support through an organizational Ombuds model to all +/- 300 government staff and the 40-60 contractors and interns employed by the Agency at any given time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
