- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 , as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Notice is issued under Request for Quotation (RFQ) 0037378, using Simplified Acquisition Procedures (SAP). The solicitation and document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. NAICS is 333315 with a small business size standard of 500 employees. This solicitation will result in a Firm Fixed Price contract. The Federal Bureau of Investigation has a need to obtain a Short Wave Infra-Red (SWIR) camera accessory that is compatible with a Focal Plane Scanner RDACS/H3 Hyperspectral Imaging System. Additional information regarding the scanner can be obtained on the Internet at http://www.pvtech.org. The SWIR camera accessory shall: (1)be compatible with RDACS/H3 Hyperspectral imaging system and data acquisition software, (2) have a sort wave infra-red spectral range to 1700 nm (1600 nm minimum), and (3) have a spectral step size less than10 nm. The contractor shall provide installation of the SWIR camera accessory. The contractor shall provide training of employees on how to use the SWIR camera accessory. The evaluation of the quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the contractor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the contractor must furnish as a part of its quotation all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meet the requirements of this solicitation. At the discretion of the FBI, testing of the offered product may be conducted by the FBI to determine if it meets the requirements of this solicitation. The Contractor shall install the equipment at Quantico, Virginia. A standard Commercial warranty is required. Delivery is FOB, Destination, Quantico, Virginia. Evaluation criteria from this solicitation will consist of technical capability of the offered items to meet the agency requirements, past performance and price. Technical capability and past performance when combined are significantly more important than price. Offerors shall provide names, addresses and telephone numbers of three customers, either Government or commercial, that have received the same product during the past two years or less (this information is required for evaluation of past performance).
