- THIS IS NOT A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION. Los Alamos National Laboratory (LANL), operated by the University of California for the Department of Energy (DOE), is preparing a solicitation to provide construction management services to oversee the design and construction of general and special purpose facilities.. By issuing this RFI, we are soliciting sources, information and suggestions for the solicitation, including: appropriate type of contract (firm, fixed-price versus time-and-materials, etc.); feasibility of the requirement (including performance requirements and data requirements); statement of work; proposal instructions, and evaluation criteria (including the approach for assessing past performance information); the availability of reference documents; and any other industry concerns or questions. We currently anticipate a one-phase solicitation. We would issue a Request for Proposal (RFP) to interested qualified sources and, using published evaluation criteria, rank responding offerors, select the source offering the best value to the government, and negotiate a contract with that top-ranked source. We anticipate that this non requirements contract would be on a time-and-materials basis with up to four option years at about $500,000/year. Furthermore, the foregoing is simply our current thinking and our approach may change, based on various factors, including programmatic, schedule, or budget needs, as well as responses to this RFI. The selected firm would need to provide the following personnel. The type and approximate number of staff, with the anticipated work duration, are as follows. Some categories are not full time positions. The manpower durations are estimates only and the University makes no guarantees of funding for any of these categories. Category Quantity Construction Manager (1) Project Engineer (1) General Inspector (2) Specialty Inspector - Architectural (1) Part Time Specialty Inspector - Civil/Structural (1) Part Time Specialty Inspector - Mechanical (1) Part Time Specialty Inspector - Electrical (1) Part Time Security Inspector - (1) Part Time Project Controls Engineer (Cost/Schedule) (1) Estimator (1) Part Time Administrative Support (1) Construction Manager: The Construction Manager shall provide professional construction project management to oversee project quality assurance/quality control, construction reviews, safety, CMO personnel, and the contractors personnel. Attend on-site design, construction, and progress meetings, management meetings designated by the University, and shall be responsible for the preparation and distribution of the meeting minutes and monthly construction progress status reports to the University. Project Controls Engineer: He shall review the project master schedule so that duration of activities are logical and realistic, specifications are considered, and the critical path is feasible. He shall provide stringent cost control methods in coordination with the University Project Controls personnel for complete integration of cost methods. Cost Estimator: He shall review contractor change orders and claims for accuracy and reasonableness as needed. He shall recommend actions regarding these change orders and claims to the University. Project Engineer: He shall review all drawings for completeness and compliance with the RFP, meeting the project objectives, code and standards compliance, and any other applicable design requirements. He shall comment on these documents and provide recommendations to the University for design suggestions, feasibility of construction methods and building details, oversight of construction inspections, and help CM with project closeout. Also maintain a daily log of inspections, coordinate special work permits such as excavation permits, burn permits, and provide a photographic record of the project from construction through project closeout and turnover. Specialty Inspector: Specialty technical inspections shall be performed by a variety of engineering discipline personnel providing technical inspections, maintaining a daily log, photographic record, monitor and report on quality and progress of the work, daily and weekly construction inspection reports to the Construction Manager. Security Inspector: The specialty technical inspector shall support the accreditation of any Sensitive Compartment Information Facility (SCIF) and do onsite technical and physical security inspections, support the development of the SCIF accreditation package, and may take video and digital images as a facility is constructed. Administrative Support: This individual shall assist in the development of technical documents such as inspection reports, field reports, provide records management and maintain submittal and distribution logs for various projects. He shall track construction project documentation such as construction drawings, inspection reports, project specifications, project procedures, status reports, project photographs, and other project documents. The following is a general statement of the work to be performed. More detailed tasks and a schedule would need to be developed: A. Interface/Coordination 1. Design and construction activities with the University to assure no slippage in schedules or undue costs are incurred. 2. Review all change orders submitted by the contractor for general requirements and provide a technical evaluation of each change order with cost estimating and schedule evaluation, making a final recommendation to the University for resolution. 3. Review all Requests for Information (RFIs). B. Reporting The Subcontractor shall be responsible for, but not limited to, developing and distribution of status reports, meeting minutes, monthly construction progress, records of conversation, inspection reports, action item lists, comment resolutions, project procedures, specifications, requests for information, non-conformance reports, etc. The Subcontractor shall maintain a records management system that tracks/logs all reporting documentation. C. Records Management The Subcontractor shall perform record management. This shall include, but is not limited to, tracking construction project documentation such as construction drawings, inspection reports, project specifications, project procedures, status reports, and other project documents, as directed by the Construction Manager. The Subcontractor shall develop and maintain logs for these documents. The Subcontractor shall submit document listings to the University bi-weekly (every two weeks). D. Testing and Acceptance The Subcontractor shall coordinate the University project construction inspections, testing, and readiness reviews. The Subcontractor shall oversee all system and subsystem testing. He shall conduct preliminary inspections of work prior to scheduling the final inspection of the University. He shall witness key tests, conduct final walkthrough inspections, monitor punchlist completion, and oversee final acceptance of the University project. He shall expedite and monitor the completion of punchlist items and coordinate with the University for verification of proper operation of all systems. E. As-built Drawing Maintenance Oversight The Subcontractor shall perform as-built drawing maintenance and oversight. The contractor shall provide as-built drawings. The as-built drawings shall be maintained on site and be made available to the University Project Team. The as-built drawings shall be used to produce the final project drawings, which shall be developed by the design-build contractor. The Subcontractor shall coordinate the submittal of the final project drawings. F. Project Close-out and Turnover The following activities shall be performed during the University project closeout and turnover phase of the project: ? Develop and submit a schedule of closeout activities. The schedule shall be coordinated with the University. ? Coordinate the transfer of record drawings, operations and maintenance documentation and general records from the contractor to the University. ? Assist the University with the development of the project closeout documentation as identified in the University Project Procedures. ? Assist the University with the preparation of the Readiness Assessment for final acceptance of the project by the University and the DOE. Responses to this RFI are not offers and cannot be accepted by us to form a binding contract. If your response to this RFI contains proprietary information, please clearly mark and identify such restricted or proprietary data, present it as an addendum to the non-restricted/non-proprietary information, and give us disposition instructions (submitted data will not be returned). This RFI is for market research and planning purposes only. It is not a commercial solicitation per FAR Part 12 nor a request for proposal. We do not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by us will arise as a result of submission of responses to this RFI and our use of such information. We reserve the right to reject in whole or in part any industry input as a result of this RFI. Information provided herein is subject to change and in no way binds us to solicit for or award a contract or be responsible for any monies expended by any interested parties in support of the effort mentioned above. After we review responses to this RFI, we may solicit comments on a draft RFP. We may also possibly schedule briefings with some of the submitters to gain further market insight.
