Description
Under the authority of Federal Acquisition Regulation, Part 13, Subpart 13.106-1(b), the U.S. Department of the Interior, BIA, Office of Indian Education Programs (OIEP) intends to contract on a sole source basis the services of Marie A Max; P.O. Box 375; Cameron, AZ 86020 to provide Speech & Language Evaluation Services for the Tuba City Boarding School, Tuba City, Arizona during the 2002-2003 school year. Tuba City Boarding School is a school located on the Navajo Indian Reservation, with a majority of the students being enrolled members of the Navajo Indian Tribe. The contractor shall evaluate approximately 34-40 students, with an annual increase of about 20 students, on an individual basis. The contractor shall conduct an IEP meeting for each student identified as eligible for Speech and Language Services and shall attend one parent information meeting per child. The contractor shall provide direct therapy services in small group settings. The contractor shall provide technical assistance and training to paraprofessional classroom aides who are working with speech impaired students, so that speech services specified on the IEP can be provided on a weekly basis during the time when the contractor is not present. The contractor is an enrolled member of the Navajo Tribe and has a proven background of familiarity with Indian students and knowledge of cultural aspects relevant to the evaluation of Indian students. The contractor also resides in a location within 100 miles of the school. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. There is no solicitation regarding this sole source synopsis. Interested parties may identify their interest and capability to respond to the requirement. Only written responses received by 3:00 p.m. Local Time, September 20, 2002 will be accepted and considered. The Government will not be responsible for any cost incurred in response to this notice. See note 22 (Sole Source Award). Note 22 modified to read 3 calendar days in lieu of 30 days. If no affirmative written response is received within 3 calendar days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
