Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, Behavioral Research Program, Health Promotion Research Branch (HPRB), intends to procure on a sole-source basis with the University of South Carolina, Department of Epidemiology and Biostatistics, 901 Sumter Street, Columbia, South Carolina services for the collection, analysis, and interpretation of dietary data for the Behavioral Change Consortium's " Health Promotion through Black Churches" research project. Contractor shall be responsible for cleaning and editing of data collected via 24-hour dietary recall interviews and compilation of these data into analytic data sets. Analyses will entail simple descriptive statistics, bivariate analyses, and a variety of regression models. Interpretation is an iterative process of working to understand the data and its implications for a variety of applications including design of future studies, programmatic decision-making at the NCI and by other federal agencies, and in the formulation of health policy. Dr. James R. Hebert and Dr. Thomas G Hurley of the University of South Carolina have been involved with prior analysis for this project and therefore have considerable knowledge and expertise of the data format and overall project analytical plan. Data for these analyses will be collected at seven different research sites (primary investigation was funded under the BCC Dietary Validation substudy grants) and forwarded to the University of South Carolina for processing. Individual reports to each site provide the results from the data analyses conducted for each site. A final combined report of the analyses across sites will be generated and shared with all sites. Data from these analyses will be used to generate a peer-review publication. The contractor shall provide HPRB the final report sixty days after award of the contract. Performance period is sixty days from date of award. FAR clause 52.217-8 Option to Extend Services is applicable.Dr's. Hebert and Hurley of the University of South Carolina are uniquely qualified to provide these services as Dr. Hebert is an expert in statistics and dietary measurement and has worked extensively with the Primary Investigators under prior contracts/agreements. Dr. Hurley is an expert in statistics and has been working with the Chief, HPRB and other investigators on extensive data analysis of data previously collected from the seven sites. Award to the University of South Carolina is necessary in order to maintain the consistency of the database and contract expertise. Both Doctors have extensive working knowledge of the seven research sites and past data analyses. HPRB, NC I is sponsoring Dr. Hebert and Dr. Hurley to work with the lead Principal Investigators from each of the seven sites on data analyses to validate a 10-item fruit and vegetable screener, a 7-item fat screener, both developed by NCI with 24-hour food recall and Food Frequency Questionnaire data. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington, D.C. time) on September 23,2002. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
