- Description
- NASA/GSFC located in Greenbelt, MD intends to extend the period of performance for support services from Reston Consulting Group (RCG). The period of performance for the extension is October 29, 2002 through September 30, 2003. RCG supports the Global Learning and Observations to Benefit the Environment(GLOBE)project. GLOBE is a hands on program that joins students, educators, and scientists from around the world in studying the global environment. RCG provides support through a number of public-private partnerships, including those with 97 countries and approximately 150 organizations in the United States. RCG provides GLOBE-certified master trainers to support NASA. Provision of training and related support is one of the key obligations of the US Government under its national and international partnership agreements. NASA is working to transition GLOBE via a competitive Cooperative Agreement Notice (CAN) to a cooperative agreement recipient. Any disruption to operations could irreparably jeopardize the on-going success and even viability of GLOBE.=20= =20=20 THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304(c)(1), Only One Responsible Source. NASA/GSFC has a 6 to 12 month training period to become a GLOBE-certified master trainer. A GLOBE-certified master trainer trains GLOBE national and international partners in the use of GLOBE's Website for data gathering and support. RCG's master trainers understand the processes through which GLOBE arranges and supports training. RCG also provides extensive communications with national and international partners using NASA and contractor specific computer based technologies. There would be a significant learning curve and expense for another contractor to become capable of providing training and obtaining the required GLOBE certifications. This is not practical given the fact that this is a interim contract lasting less than one year.= =20 Also, there would be a significant transition in this service, which would be repeated when the transition to the Cooperative agreement occurs. The continued use of RCG with their proven systems would minimize or eliminate any disruption to service. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on _before October 9, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
