Description
The work includes demolition and removal, site work, provisions for a two story addition consisting of exterior masonry bearing walls with brick veneer and an auditorium with reinforced cast-in-place concrete exterior walls and floors, two-ply modified bituminous membrane roofing over rigid roof insulation and metal decking, open web steel joist roof framing system all supported by grade beams over pile foundation system, interior finishes, holeless hydraulic elevator, sprinkler system, plumbing, mechanical, electrical, and incidental related work. This solicitation is set-aside for 8(a) firms serviced by the Richmond, Virginia District Office and will be procured using Source Selection Best Value procedures. Proposals will be evaluated based on technical merits and price. The Technical Factors are approximately equal to Price Factors. The following technical evaluation factors are listed in descending order of importance: 1) Corporate Experience, and 2) Past Performance/Safety Record. The solicitation contains two (2) options to include providing construction of additional building area, and bituminous paving course on the parking lot and shall be exercised within 120 calendar days after award of the contract. This solicitation also contains a proprietary item for an auditorium power-up workstation manufactured by KI of Green Bay, Wisconsin. The solicitation will be available on or about September 30, 2002 and may be obtained from the NAVFAC E-Solicitation website via the internet at http://esol.navfac.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitation. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. Technical inquiries shall be faxed to 757-462-7878, Attention: Tina Rule. The estimated cost range is between $1,000,000.00 and $5,000,000.00. The funding limitation for this project is approximately $4,770,000.00. The North American Industrial Classification Standard (NAICS) Code is 233320 with a Size Standard of $28,500,000.00.
