- NA This is a combined/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes t he only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAJA22-02-T-0464 issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-5. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. This procurement is to purchase QTY 390 of CLIN 0001, 30-inch Electric Ranges, Ceramic cookign top with 4 radiant heating elements, household type, free standing, 30 inch wide, conventional baking oven and a storage drawer. The range shall have a splash back, i.e. a raised-up back panel, and the control knobs and/or keys shall be palced on this panel. Without lid (cov er) over the cookign top. (a) Color: White. Control panel, oven glass window, and handles may be of a different color. (b) Body finish: Enamel or powder-coated paint. (c) Cooking top: Smooth ceramic glass top. (d) Power connection: AC 400 V 3N, 50 Hz (i.e. 3-phase, 400 V Phase to Phase, 230 V Phase to Neutral, 50 Hz), separate grounding. (e) Dimensions: Width: Nominal 30 inch (76.2 cm), range of tolerances 75.5 cm - 76.5 cm; Depth (excluding handle);Min. 60 cm, Max 66cm; Height Floor to cooking top: 90cm -9 3cm; Height floor to control panel = top of splash back; max 124 cm. (f) ALL 4 RADIANT HEATING ELEMENTS SHALL BE EQUIPPED WITH HEAT LIMITING DEVICES. (g) Baking oven shall have as a minimum requirement: (1) Upper heat, lower heat, and a grill (broiler), (2 ) Capacity min. 100 liters (3) Illumination with on/off switch, (4) removable oven door with glass window, (5) Easy clean enamel or self cleaning catalytic surfaces. (h) Operation lights for all functions. (i) Hot surface indicator light(s). (j) Height adj ustable feet or metal legs for leveling purposes. (k) Inscriptions/instructions on appliance in English language or in symbols. (l) One user's instruction manual in English language provided in each appliance. (m) The stability of the freestanding applianc e must conform to the appliance standard. (n) Minimum accessories required and provided in each appliance : 1 oven wire rack; 1 oven baking sheet; and 1 oven roast pan. Spare parts shall be readily available to the US Army and its appliance repair contract ors. Contractors shall accept orders for spare parts regardless of the total material value, i.e even small orders shall be accepted. The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to this not ice will be the most advanageous, representing the best value to the Government, price and other factors considered. A firm fixed price purchase order will be awarded. All prices are to quoted F.O.B. destntinationL US Army, Engineer Support Center, US Army Depot, Warehouse Number 24, Roedgenerstrasse 65-83, 35394 Giessen, Germany. Contractor is encouraged to deliver the total quantity as soon as possible afte r award of contract. Partial deliveries are permitted, the total quantity shall be delivered (F.O.B. Destination) no later than 16 (sixteen) weeks after award of contract. The following Best Value Factors shall be used (not in order of importance) for eval uating offers: 1) price, 2) Warranty, 3) parts availability, 4) meets the Government requirements. The failure of an offeror to provide information sufficient to determine conformance with the solicitation or evaluation factors may result in the offeror be ing ineligible for award of the offer receiving a low evaluation . The provisions at FAR 52.212-1 , 'Instructions to Offerors', applies to ths acquisition with the addendum that offerors are required to submit warranty information and parts availability with their offers. Offers shall include a completed copy of the provision at FAR 52.212-3, 'Offeror Representations and Certifications-Commercial Items', with the ir offer. The clause at FAR 52.212-4, 'Contract Terms and Conditions-Commercial Items', with addendum applies to this acquisition. The clause at FAR 52.212-5, 'Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Item s' applies to this acquisition. The Awardee shall be required to provide repair manuals within 4 weeks after award. Offers are due no later than 0900 US Eastern Standard Time on September 20, 2002.
