Description
Posting: This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Sections 3.2.1.3.12 and 3.2.2.4. The purpose of this announcement is to inform industry of the basis for the decision to contract, in an amount greater than $100,000, via single source contract procedures. The FAA intends to award a contract to Johns Hopkins University Applied Physics Laboratory (JHU/APL) to provide FAA Telecommunications Infrastructure (FTI) Information Security, which is now being provided by JHU/APL under contract DTFA01-02-P-10073. A contract for one year with three one-year options is planned. The estimated contract value will be $850K per year for a total of $3.4M. The Applied Physics Laboratory a division of Johns Hopkins University is a not-for-profit research and development organization dedicated to solving a wide range of complex problems that present critical challenges to the nation. Through advanced technology; highly qualified, diverse teams present hands-on operational knowledge and a basic systems engineering approach, APL achieves affordable, effective solutions. APL’s outstanding creative staff and world-class facilities have made the Laboratory a major asset to the nation. The FAA security requirement for FTI can only be satisfied by continuation of the services currently being provided by JHU/APL therefore, this award will be made on a single source basis. JHU/APL has the capabilities, resources and qualifications and is uniquely capable of providing FTI Security Program management support. FTI's information security requirements require JHU/APL's ability to provide independent evaluations and assessments, while at the same time working closely with industry. JHU/APL's is a center of excellence in the area of information security and it is essential that JHU/APL's independent and objective set of technical capabilities be maintained to support the FTI Program and ensure the FAA receives the highest quality technical support available. JHU/APL is uniquely qualified to provide information security support to the FTI program because of their extensive knowledge of the FTI security concepts and requirements. Since July 2001, JHU/APL has worked closely with the FTI program in the analysis and formulation of security concepts and requirements. In addition, JHU/APL has extensive experence with internationally recognized common ! criteria standards (ISO/IEC 15408) which will serve to help the FTI program achieve security certification and authorization. Finally in supporting the technical, security evaluation to select a primary FTI vendor. JHU/APL has developed specific knowledge of Department of Transportation and FAA policies, procedures, infrastructure, and systems including the National Airspace System (NAS), and FAA management. JHU/APL also provided input at a national level to guidelines for securing the NAS. This specific knowledge of the security goals and mechanisms of the FTI and of the security solutions proposed by the FTI vendor make it highly desirable to continue JHU/APL’s support of the FTI program.
