- Description
- This is a synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Under Statutory Authority 41 U.S.C. 253(c)(1) and IAW FAR 6.302 and VAAR 810.005, the proposed contract action is for Brand Name only supplies and services for which the Government intends to solicit offers to provide Variable Frequency Control Devices (VFDs), ABB Series 400 (minimum quantity of 13 and option quantity 20) as inherent components of the building environmental systems and are replaced in kind to ensure optimum reliability and minimum maintenance and be compatible with existing Johnson Controls Metasys System; ABB 400 series VFD=92s are established as the optimum replacement due to standardization and ease of installation; Contractor shall furnish labor and materials and complete project within 120 calendar days of Notice to Proceed. Line Items based on funds availability and may not buy entire quantities, nor at the same time, but may buy against a resulting contract. The above FAR 6.302/VAAR 810.005 authority is cited and justification made based on the determination that the Government=92s minimum needs can best be satisfied by Brand Name Only supplies. This procurement is being conducted under FAR Subpart 13.5 Test Program; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Par 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. Solicitation #RFQ 618-165-02 is assigned as Request for Quotation (RFQ). For a number of VFD area installations, after hours work may be necessary =96 vendor is to propose an hourly rate and an approximate time frame for a VFD installation for after hours (other than normal working hours of 6:00 a.m. to 4:30 p.m., Monday through Friday) to avoid impacting critical patient care areas.=20 Awarded vendor will be provided details as to which VFD=92s fall into this category. Contractor shall furnish labor and materials complete with wiring, controls and programming, in accordance with NEC, standard industry practice, and all other applicable codes and standards for industrial electrical installations; provide Project management and commissioning. The above FAR 6.302/VAAR 810.005 authority is cited and justification made based on the determination that the Government=92s minimum needs can best be satisfied by Brand Name Only supplies. Firms may identify their interest and capability to respond to this requirement by 2:30 p.m., September 26, 2002. This notice of intent is a request for Brand Name Only competitive proposals; however, all interests received on or before September 26 will be considered by the Government. All responsible sources that can meet these requirements and provide services as listed may respond to this solicitation by submitting cost and technical proposals; include location and past performance history; additional evaluation factors are experience with projects of similar scope; knowledge of services, key people to be used, etc. NAICS code is 335314 and the small business size standard is 750 employees. Award will be firm fixed-price contract, FOB destination with payment in arrears on certified invoice. The government will award to obtain the best value for the government, price, price-related factors and technical capability and past performance being considered and are approximately equal. The following incorporated clauses and provisions are those in effect through FAC 2001-09 and are applicable to this acquisition; Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items, with his/her offer. Service Contract Act Wage Determination 94-2287 (Rev 22) dated May 29, 2002 is applicable to resultant contract.
