- Description
-  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #0034222, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2001-08. This solicitation is under the Simplified Acquisition Procedures (SAP). This will be a Firm-Fixed price contract for two (2) robotics systems capable of being used for precise reagent distribution and reaction setup which is required for DNA mapping, external primer mapping, polymerase chain reaction, handling of oligonucleotides and other assay functions performed in multiples utilizing precision pipetting or solution/mixture dispensing. These units must have the following minimum characteristics and should provide, include or be scalable to:96 to 384 deep well pipetting head; must be simple in design for medium throughput; must use disposable tips; must be capable of small volume pipetting (high accuracy in the 1 - 5 microLiter range) into a dry well; must have tip-touch dispensing capability; must have a minimum of a 10 - positionwork deck for source, dilution, assay and filter plates, reservoirs, pipette tips and active wash station; must have an industry standard communications or computer interface; must have high accuracy low volume pipetting head (5-200 microLiter range; however capable of 1 microLiter volumes at high accuracy); must have an efficient ergonomic design for safety and operation; unit must have a stand alone Windows-based software package with features such as the allowing for the addition of operator definitions, action tracking for monitoring, run-time pausing, insertion of pauses into method, audible alarms to indicate user action required, macro control language for non-standard application development; unit must be upgradeable with stacker carousels for high capacity plate storage; must be robust - ie. operational in the field for at least 1 year, with favorable evaluation from users; the offeror must have customer and equipment service and support capabilities for the unit; the robotics system will be utilized for and must be capable of implementing the Masscode assay, i.e. offeror must include past performance experiences with the Masscode assay and provide information from ONE purchaser of the offered equipment who has demonstrated use or implementation of the Masscode assay within the last six months, which consists of contact information including name, address and phone number. The following FAR clauses are incorporated by reference and apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items. (OCT 2000); 52.212-4 Contract Terms and Conditions- Commercial Items (Feb. 2002) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2002), Each offeror shall include a completed copy of the FAR provisions at 52.212-3, Offeror Representation and Certifications (July 2002) with its offer. Offerors are encouraged to use the Standard Form (SF) 1449 - Solicitation/Contract/Order for Commercial Items - - found on the Internet at http://www.gsa.gov/forms. All responsible sources may submit a quotation which, if timely received shall be considered by the agency. Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. Submissions by Offerors are requested to be presented in two distinct sections, the FIRST being a technical offer to include specifications, diagrams, and performance capabilities as needed to adequately represent the offered product and a SECOND section to include item pricing, warranty information and past performance information which consists of contact information (ie. name, address and phone number) for an individual who has used the implementation of the Masscode assay. Offerors will be evaluated in accordance with FAR 52.212-2 Evaluation-Commercial Items (Jan. 1999). The following factors shall be used to evaluate offers: Technical ability to meet requirement, Price, and Warranty in descending order of importance. The destination is FOB to Quantico, VA 22135. All quotes / offers shall be submitted to the address listed on line number seven no later than 4:30 p.m. EST, September 16, 2002 OR submitted via facsimile at (202) 324-0570 [ in accordance with FAR clause 52.215-5 Facsimile Proposals (OCT 1997) ] by the same day and time. Quotes and offerors not received at the mail or fax location specified will be considered late/non-responsive in accordance with the FAR. Due to heightened security and scrutiny of mail entering Government buildings, offerors are encouraged [but NOT required] to use FedEx (Federal Express) to reduce possible delays in the delivery of quotes and offers. No hand deliveries will be accepted by the FBI. Quotations and offerors must state offeror name, address, and telephone number and be marked with solicitation number RFQ#0034222. The Government anticipates award to be made within two (2) weeks after closing.
