- Description
- SSA has a requirement for the Staffing and Operation of its Headquarters Mail Services. This is a Total Competitive 8(a) Set Aside. The applicable NAICS Code is 561431 with a size standard of $6 million. SSA will make an award based upon its Best Value Analysis in accordance with FAR Parts 12, 15 and 19 considering Technical Capability and Resources, Experience, Past Performance and Price. The contract will be a FIRM FIXED PRICE contract for Services with a period of performance of September 11, 2002 thru September 10, 2003 with four additional one-year option periods. The Mail Services contractor has a current staff of 33 employees for all operations except the Mail examining Unit (See Below for A-76 Requirements Applicable to this function). Contractor shall provide all necessary resources including personnel necessary to perform the required services. Contractor shall also possess all required permits, certificates, insurance, licenses, etc in accordance with federal, state and local laws and regulations. Statement of Work for Mail Services. The SSA Headquarters is located at 6401 Security Boulevard, Baltimore, Maryland, 21235, and includes a central complex and a number of outlying buildings. Tasks: Collect Mail. Collect mail delivered to the loading dock, at designated mail stops within the main complex and all outlying buildings, from the Baltimore/DC Shuttle and at the Customer Service Desk. Assist employees in preparing materials for mailing and answer questions concerning mail preparation via telephone. Process Mail. Date stamp all incoming interoffice and USPS mail using the Omation 206 Letter Opener/Date Stamper. Perform daily maintenance on all equipment. Open mail with no address and deliver to the MEU. Process Office of Public Inquiries (OPI) and Freedom of Information Act mail. Log accountable mail using the Ascom Hasler PC-based Smart Track system. Process overnight commercial courier mail. Forward mail that contains negotiable instruments to the MEU. Sort all other mail for delivery going to SSA?s 1,600 nationwide field offices (FOs). Maintain adequate stock of mailing labels. Process international mail for pick-up. Deliver Mail. Meter mail for pickup by USPS using the Champ and Paragon mailing machines. Load mail onto the Baltimore/Washington, D.C. shuttle. Deliver OPI mail and accountable mail to addressees. Get signature from addressees via a hand-held electronic device (Palm Pilot). Establish new mail stops as required. Label mail stop bins as required. Distribute Printed Materials. Distribute printed materials in accordance with written or oral instructions. Operate Customer Service Desk. Provide USPS and commercial courier service mailing supplies to SSA personnel at the Customer Service Center. Operate Priority Mailroom to process mail received from and en route to Washington, D.C. Maintain a record of incoming and outgoing ?urgent?, ?priority?, and ?special? Baltimore/Washington, D.C. mail in a logbook. Provide special messenger mail delivery runs as required. Bulletin Boards. Obtain bulletin board materials from the Office of Communications and post materials to approximately 15 SSA offices. Maintain boards in a uniform manner. Remove expired notices. Mail Supply Management. Obtain mail supplies from USPS and commercial courier companies. Replenish postage meters and report transactions to the Project Officer. Reports Forms and Studies. Submit regular reports to the Project officer on mail activity. The following component within the SSA Mail Processing Center will be the subject of an A-76 Direct Conversion study. The study will determine whether it is Cost Effective for this component's work to be performed under contract. The component and its functions will NOT be included in the resultant Mail Services Contract IF Government performance is determined to be more advantageous. The area under consideration is the Mail Examining Unit which is staffed by approximately ten employees. The Mail Examining Unit processes mail which lacks a complete delivery address and mail containing negotiable instruments such as checks, cash, money orders, etc. Process negotiable instruments maintaining strict security procedures. Complete required forms and retain on file. Determine the correct location for generic mail. Return all mail not containing negotiable instruments. Maintain the MEU as a secure, locked area with limited access. Offerors will be required to submit separate proposals for the MEU in addition to their overall proposal for the Mail Services Contract. Service Contract Act provisions including Right of First Refusal apply. Protective Security requirements including Background and Finger Print checks also apply. Any qualified 8(a) firm that believes it can perform the described tasks should notify the Contracting Officer via e-mail with an "expression of interest". The solicitation will be available on the FedBizOpps web site (www2.eps.gov) in approximately two to three weeks. The solicitation will include information regarding the current contract (contractor, prices, workload volume, etc). The solicitation will also include the date and time for a Site Survey. Requests for additional information received prior to the publication of the RFP may not be honored or acknowledged.
