- Description
- The National Cancer Institute (NCI), Cancer Statistics Branch (CSB), Division of Cancer Control and Population Studies (DCCPS) plans to procure the services of the University of Virginia School of Medicine, P.O. Box 400195, Charlottesville, VA 22904 for Creation of Colorectal Cancer Tissue Microarrays. The supplies and services are being procured in accordance with simplified procedures as stated in FAR Part 13. The North American Industry Classification System code is 541710 and the business size standard is 500 employees. NCI is leading a project of population-based tissue collection that enhances the relevance of laboratory results to public health concerns by overcoming the limitations associated with convenience samples, facility-based tissue collection, or cohort tissue collection. By assembling many hundreds of specimens on a single block, tissue micro array (TMA) technology offers the promise of high-throughput assays for biomedical and epidemiological research. TMA shows particular promise for the population-based cancer sciences; however, no arrays have yet been built from tissues representative of human populations. During November 30, 2001 through December 12, 2001, a pathologist team from the University of Virginia (UVA), performed the pathology preparatory work for colorectal cancer pathology materials at the Hawaii Tumor Registry. This contract is to construct the TMA blocks from those selected colon tissues. This project involves a total of 363 invasive colorectal cases to be arrayed. Of the 363 cases, 273 cases have been sent from Hawaii Cancer Registry to the UVA TMA facility for processing; 90 cases from Kuakini Hospital will be processed in Hawaii because theses cases are not permitted to be sent to UVA Of the 273 non-Kuakini cases, 258 have both malignant and normal components available, whereas 15 cases without normal components. Period of Performance: Upon award of purchase order through 7 months. FAR Clause 52.217-8 Option to Extend Services (November 1999) applies to this requirement. The University of Virginia School of Medicine is the only source known to the NCI that can provide a TMA Production facility at to continue the services under a cooperative agreement with DCTD/NCI. In addition, UVA has performed the pathology preparatory work for colorectal cancer pathology materials to be arrayed at the Hawaii Tumor Registry; and having the UVA to construct the TMA by the same team who had worked on preparatory tissue samples will assure continuity in workflow unobtainable by the selection of any other sources. This is not a request for competitive quotations. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow NCI to determine if it can meet the above minimum specifications described herein. Capability statements must be received in the Contracting Office by 1:00 PM EDT (local Washington D.C. time) on September 11, 2002.
