- Description
- The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dr. Ulf Griesmann to provide technical assistance to the Advanced Optics Metrology Program. Dr. Griesmann has the knowledge required in the use of the instruments and knows the strengths and foibles of the two uniquely NIST tools as he has acted as a consultant for the past year. The program has two near term goals: the ongoing development of the XCALIBIR Interferometer, an instrument intended for precise measurement of high performance optics; and IR^2, an instrument intended for global and precise measurements of the variation in thickness of large silicon wafers. Dr. Griesmann will consult and advise on the technical aspect of the IR^2 upgrading activity, use the XCALIBIR Interferometer to measure the radius of curvature of the NIST glass "reference" sphere, perform the three-flat-test, and prepare a report to the technical community of the results. Additionally, Dr. Griesmann will design and execute a "cooperative" experiment among NIST and the Kansas City University to test the use of XCALIBIR as a way to replace coherent beam x-ray topography to detect sub-surface damage on silicon wafers and further develop and test novel image processing methods to use with interferometry to minimize the effect of noise in interferograms. The Government anticipates the award of a firm-fixed price purchase order on or about September 19, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all capability statements received by September 19, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
