Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number M67400-02-T-0697A applies and is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. The North American Industry Classification System code is 332439. The business size standard is NTE 5.0 million. The agency need is for: ITEM 0001: QTY: 60 EA Fiberglass Mail Collection Boxes Description of Requirement: The mail collection boxes must be manufactured to the same dimensions (20 ? W X 49 ? ? H) as the Postal collection boxes currently being used by the United States Postal Service. The collection boxes are to be post office blue in color without any marking on the inside or outside. The collection boxes shall be drilled for manual installation of standard postal security locks by military personnel. The fiberglass collection boxes must be water-proof and able to withstand Typhoon winds ranging between 70 knots to 150 knots. The legs must have holes for manual anchoring into a concrete base. Fiberglass must be 1/8?inch thick and gel-coated. Inside of the box must be painted white. All parts must be replaceable and removable by Government personnel. Fiberglass must be weather resistant to protect deposited mail from rain, sun, and tampering. Box must be modular constructed to enable replacement of damaged parts or sections. Base and corners must be reinforced for strength. Pictures of the proposed fiberglass and drawing diagrams should be provided via email or fax to the address or fax number provided. DELIVERY: Collection boxes are to be shipped to the destination point completely assembled with instructions on removal and replacement of parts and sections. Collection boxes are to be packed for overseas shipment to ensure arrival without possible damages due to sea transportation. All quotations shall be FOB Destination to Defense Distribution San Joaquin Tracy Depot Bldg 30 CCP, 25600 Chrisman Road, Tracy CA 95376. 30 days after award. SOLICITATION PROVISIONS: The following provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items (Oct 2000). FAR 52.212-2 Evaluation-Commercial Items (Jan 1999); the following factor shall be used to evaluate offers: Technical and price. Award will be made on the basis of the most advantageous proposal that meeting or exceeding the acceptability standards with technical being more important than price. FAR 52.212-3 Offeror Representations and Certification ? Commercial items(Apr 2002). FAR 52.212-4 Contract Terms and Conditions ? Commercial Items (Feb 2002). FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Dec 2001). FAR 52.232-33 Payment by Electronic Funds Transfer ? All offerors must ensure they are registered in the Central Contractor Registration (CCR) in accordance with DFARS 252.204-7004 Required Central Contractor Registration (Mar 2000), is mandatory requirement for all Government contracts.
