Description
NASA/GSFC plans to issue a Request for Quotation (RFQ) for one each co-registered hyperspectral, multispectral and frame pancromatic image data over Tombstone, AZ (Area coverage of 100 sq. miles); Susanville, CA (Area coverage of 100 sq. miles); and Hannibal, MO (Area coverage of 50 sq. miles). The hyperspectral imager data shall consist of 240 bands in the spectral range of 400 to 980 mn. The multispectral imager shall consist of 4 bands centered at 450 nm, 60 nm, 788 nm, and 920 nm. The fram pancromatic image data shall consist of 2K by 3K pixel frame over the same areas. All data bands and frame are to be co-registered to within one pixel of each other. The spectral bandwidth of the hyperspectral and multispectral image data is to be no larger than 6 nm. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Flightlan Data, Inc., Lawrence, MA 01843. Flightland Data, Inc. is the only company that has co-registered multispectral and hyperspectral image data over the same geographic location. This is required for spectral remote sensing analysis. The data required is in addition to the already existing spectral data archive, therefore this exact same data type and signature is required for science processing. Flightland Data has this data available for immediate delivery. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 9, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
