Description
The General Services Administration intends to negotiate a sole source award for Code 4224 of SPAWAR System Center San Diego to Sarnoff Corporation. The contractor shall provide the following: twenty (20) Video Mapper Systems, which includes Video Abstraction Software, Video Abstract Viewer, Documentation, and 90 day Warranty for each. Sarnoff Corporation, and their subsidiary company Pyramid Vision Technologies (PVT), is the only company that has been found to have the aerial mapping software systems required by Code 4224 of SPAWAR, specifically the PVT Aerial Mapper Software. The PVT Aerial Mapper generates a series of video abstracts from a video sequence. Each video abstract summarizes one continuous segment of the video sequence. It includes a mosaic of the segment's video frames, and information about the tracks of moving objects detected in the segment. Mosaics are written as image files, and other information is written in the form of textual files. Both mosaicking and tracking are based on a process of aligning successive frames in the video sequence. Two frames are aligned by first searching for an optimal shift of one with respect to the other, then proceeding to solve for additional parameters describing rotation, scaling, and skew. The overall sequence is divided into segments at points where successive frames cannot be thus aligned, such as occurs when the sequence changes from one video sensor to another, or when the sensor pans rapidly across the scene. Very short segments are discarded, as they yield no useful mosaic or track information, while longer segments are processed further to produce mosaics and tracks. If the video sequence is accompanied by metadata describing the location and orientation of the video sensor, that metadata is used to geographically locate the mosaics that are produced. The metadata is first synchronized with the video sequence by associating timestamps in the metadata with those in the video sequence. Then, where metadata is available for a particular video frame, it is used to establish one or more tiepoints between video frame locations and ground locations. Each mosaic is geographically located using whatever tiepoints are associated with frames lying within that mosaic. Optionally, PVT Aerial Mapper will split its input video and metadata files into pieces corresponding to the segments it finds in the video sequence, and output these pieces as new video and metadata files. All interested parties must submit a capability statement that sufficiently describes their qualifications and previous experience relevant to fulfilling the above requirement. Capability statements shall include evidence that the firm has previous experience in providing this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
