Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number F73OTJ21771300 is being issued as a Request of Proposal (RFP) using Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-09, and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20020730. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. The North American Industry Classification System (NAICS) is 611710. The Statement of Work (SOW) is attached. FOB is destination, Maxwell AFB AL. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2002). DFARS 252.225-7000, Buy American Act-Balance Payment Program Certificate (Sep 1999) with the proposal. Clauses and provisions may be accessed via the internet, http://farsite.hill.af.mil or http://www.arnet.far.gov. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order. FAR 52.212-1, Instruction to Offerors-Commercial Items (Oct 2000) applies to this acquisition. Submit signed and dated proposals with company name, address, telephone number, email address, and point of contact. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation and Statement of Work specifications will be most advantageous to the government, price and other factors considered. The following factors, in order of importance, shall be used to evaluate offers: Period of performance ? completion shall be no later than 31 Dec 2002; academic credentials of educational institution associated with individual(s); academic credentials of individual(s); capability to provide (preferably in person) updates and reviews to the using activity within a reasonable notice of time; and price. The government deserves the right to evaluate past performance and make a best value decision. Each offeror shall provide the company name, address, point of contact and telephone from a minimum of two sources for similar projects completed within the past two years. The contractor must be registered in the Central Contractor Registration (CCR) database. Award will be made to a single source. The clause at FAR 52.212-4, Contract Term and Conditions-Commercial Items (Feb 2002) is incorporated into this RFP. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial (May 01) is applicable. The following additional FAR clauses under paragraph (b) are applicable: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-16, Child Labor-Cooperation with Authorities and Remedies; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; The following DFARS clauses is applicable: 252.225-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. DFARS 252.204-7004, Required Central Contractor Registration and 252.225-7002, Qualifying Country Sources as Subcontractors are also applicable. The Defense Priorities Allocations System rating is C9E. Offers are due not later than 2:00PM CDST on 12 September 2002.
