- Description
- NASA/SSC plans to issue a Best Value Request for Offer (RFO) for the E1 Test Complex UHP Bottle Foundation project. The work for this requirement consists of, but is not limited to the following: Provide all labor, equipment, tools and materials to modify the existing ultra-high pressure storage foundations and construct new foundation and piers for additional UHP bottles. This includes excavation, driving steel piles with welded splices, installation of re-enforcing steel, formwork, installation of anchor bolts and placing concrete. Best Value Selection (BVS) seeks to select an offer based on the best combination of price and qualitative merit (including past performance, and relevant experience) of the offers submitted and reduce the administrative burden on the Offerors and the Government. BVS evaluation is based on the premise that, if all offers are of approximately equal qualitative merit, award will be made to the Offeror with the lowest evaluated price (fixed-price contracts). However, the Government will consider awarding to an Offeror with higher qualitative merit if the difference in price is commensurate with added value.=20 Conversely, the Government will consider making award to an Offeror whose offer has lower qualitative merit if the price (or cost) differential between it and other offers warrant doing so. The order of magnitude for this procurement is $100,000 to $250,000, and the effort shall be completed within (60) calendar days after receipt of the notice to proceed. This procurement is 100% set-aside for small business HUBzone contractors only.= =20 As a result, only Small Business Administration (SBA) certified HUBzone contractors may submit an offer, which shall be considered by the agency.= =20 For more information on HUBzones please visit the following HUBzone WEB site: http://www.sba.gov/hubzone The NAICS Code and small business size standard for this procurement are 234930 and $28.5 million, respectively.= =20 The anticipated release date of the RFO is on or about Sep 23, 2002, with an anticipated bid closing date of on or about Oct 23, 2002.
