- Description
- NASA/SSC plans to issue a Best Value Request for Offer (RFO) for the design, fabrication, inspection, testing, and delivery to Stennis Space Center, Stennis Mississippi, E1 Test Complex, one (1) each, (160) Gallon/9,000 psig total capacity stainless steel liquid rocket propellant run tank. Option item 1: Contractor may propose an alternate 9,000 psig stainless steel liquid rocket propellant run tank with a capacity of at least 160 gallons but no more than 200 gallons. The run tank will be used to test rocket engine components and shall be National Board Registered and ASME Code Stamped meeting ASME Code Section VIII, Division. 2. The vessel shall be suitable for the stationary, exposed, above ground storage of liquid rocket propellant (RP). The Period of Performance for this procurement is 140 days desired and 168 days required. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. All of the aforementioned information with respect to this acquisition will only be available electronically at the following address:=20=20 http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=3DD&pin=3D64 . **All offerors are reminded to check the above noted web address for the most current information with respect to this acquisition. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall be coordinated through the Office of Procurement** This acquisition is 100% set aside for small business. The NAICS Code and Size Standard are 332420 and 500 respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 35% Technical Compliance/Expertise, 25% Cost, 20% Past Performance, and 20% Schedule. Past performance and Technical compliance/expertise when combined are significantly more important than cost or schedule. FOB is destination. The anticipated release date of this RFO is on or about Sep 3, 2002 with responses due NLT 3:00 PM, Sep 23, 2002.
