Description
Electronic Systems Center is currently seeking qualified sources for development and sustainment of the War Weather components of Target Acquisition Weapons Software (TAWS) and Night vision goggles [NVG] Operations Weather Software (NOWS). An eighteen month CPFF contract is anticipated. The qualified source shall: sustain TAWS and NOWS software under configuration management (CM); maintain software; analyze and document new requirements for software capabilities; integrate new models for atmospheric transmission; integrate new backgrounds including earth, ocean and sky into the software; integrate ground, water and air targets; integrate new and updated sensors; conduct sensitivity analyses on predictions of sensor performance models; examine target models with the objective to improve computational performance while preserving sufficient accuracy; deliver software releases for TAWS and NOWS; provide technical support and help desk support; modify software and data files as needed to meet Government requirements for distribution and sale of software to authorized foreign nations; maintain certification and accreditation (C&A) documentation for TAWS software; analyze War Weather components such as TAWS and NOWS in order to modularize the components to support multiple platforms; demonstrate software capabilities at various meetings. To be considered a qualified source, the following information must be provided. If this information is not provided, the source will not be considered for this contract. The source must provide a qualification package of past work in the subject area; the package will not exceed five pages (10 CPI minimum with one-inch margins). Specifically, past experience must address: sensor performance models, target contrast models, atmospheric transmission models, solar/lunar ephemeris models, urban illumination model, IR visibility model, and NVG visibility model that are used in TAWS and NOWS; target requirements for Air Force, Navy, Marines, Army, and Coast Guard; parameters required to characterize targets for LWIR, MWIR, TV, NVG, and laser wavelengths; sensor requirements for Air Force, Navy, Army, Marines and Coast Guard; performance criteria for LWIR, MWIR, TV, NVG, and laser sensors; sensor parameter evaluation procedures; impacts of terrain on target scene and performance predictions; TAWS mapping; mapping of TAWS data to mission planning systems; mission planning systems' databases and servers; DoD operational concepts for use of TAWS and NOWS; TAWS interface with PFPS, MuSES, and IRTSS; atmospheric transmission, extinction, path radiance, contrast, and line-of-sight; parameters required to characterize weather Impacts for LWIR, MWIR, TV, NVG, and laser wavelengths; automated weather download of data for TAWS from multiple sources; DoD software engineering. An Acquisition Ombudsman, Colonel Jerry T. Corley, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
