- Description
- The National Institute of Standards and Technology (NIST) plans to issue a purchase order on a sole source basis to Ted Allen, Silver Spring, MD, under the authority of FAR 13.106-1(b), simplified acquisition procedures. The objective of this requirement is to review the Business Reporting System Technology and Prior Work and Development of Assessment Guide for the Advanced Technology Program. Mr. Allen is uniquely qualified to perform the proposed work. His academic experience, at the Doctorate and Masters Level, and subsequent professional work directly involved human information processing and quantitative models of cognition, i.e., underlying survey methodology issues. His additional MBA Degree training gave him substantial business and economics training. He subsequently gained substantial industry and consulting experience in applying this body of knowledge in survey design and testing, market research, and market management in several years of experience with Verizon. More recently, he has specialized in developing web surveys. In his work with the U.S. Telecom Association, the proposed contractor successfully transformed a large survey and database into an instrument that was both respondent and analyst friendly. He thus has demonstrated the interdisciplinary skills of applying the cognitive theories of survey design, business concepts, and computer programming of survey-database structures critical to the tasks in the proposed work. The period of performance will be four (4) months from the date of one (1) fixed-price award. This award will not be split. Three optional tasks will be included on the award. The anticipated award date of this order is on or about 6 days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested persons may identify their intent and capability to respond to the requirement no later than the response date above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
