Description

The National Institute of Standards and Technology (NIST), Standard Reference Data (SRD) has a requirement for a designed set of linked web pages to guide users through the "NIST Scientific and Technical Databases" that will meet the 508 accessibility standards. Secondly to have a series of online, Journal of Physical and Chemical Reference Data (JPCRD) articles containing the IUPAC Chemical Solubilities Data Series. NIST intends to negotiate a sole source contract with Constance Seymour, 38 Martinique Circle, Berlin, Md. 21811. This acquisition is to be accomplished under the authority of 41 U.S.C. 253? (1), Only one responsible source and no other services will satisfy agency requirements. Constance Seymour has 15 years experience with typesetting scientific publications for the (JPCRD). She has mastered computerized coding for displaying equations, Greek characters, mathematical symbols, and foreign alphabets. She possesses twenty years of unique knowledge of Standard Reference Data, Standard Reference Materials, Calibrations, and of the many NIST scientific and technical databases and technical publications. She is uniquely qualified in the use of HTML, Dream Weaver, Bobby Software, Wave software, Microsoft Access, and PL/SQL. Mrs. Seymour has provided previous work on the SRD web site project and her database work for the IUPAC Solubility Data Series is extremely specialized. This requirement will also be negotiated with a Base Year from date of award and one option year. This notice of intent is not a request for proposal. However, interested parties may identify their capability to satisfy the Government's requirements no later than the indicated response date. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. A solicitation document is not available.
