- Description
- General Services Administration (GSA) will be soliciting proposals from contractors and firms for the design and complete installation of a new, stand-alone Fire Alarm System at the Social Security Administration?s (SSA) Metro West Building located in Baltimore, Maryland. The estimated price range of this project is between $5,000,000 and $10,000,000. This project is issued as unrestricted. The SSA Metro West Building, located at Mulberry and Greene Streets in Baltimore, Maryland is occupied by SSA and utilized as a claims-processing and tele-service center. The building was constructed in 1979 and consists of a South Building, North Building and a link area that connects the two buildings on the third and fourth floors. The Total Gross Area of the Building is 1,085,741 gsf (100,870 gsm). The building is currently equipped with a Honeywell Delta 1000 software driven Building Automation System. The Delta 1000 provides security, energy management, automatic sprinkler control and patrol tour, as well as serving as the fire detection and alarm control system. This project will involve the installation of a new addressable, analog fire alarm/voice communication system as a stand-alone system from the existing Delta 1000 system. The Request for Proposal (RFP), to be issued on or about the week beginning September 8, 2002, will contain Bridging Documents. The Bridging Documents will consist of drawings and specifications that represent approximately 35% to 50% design documents. The awardee will be required to provide design services which may include, but not be limited to, review and survey of site conditions, review of existing documentations, review and incorporation of issues outlined in the RFP, complete design services, computer-aided design and drafting (CADD) per GSA?s CADD Deliverable Policy, working drawings, construction documents, specifications, construction services (submittal review, on-site inspections and testing, etc.) and post-construction services. GSA?s CADD Deliverable Policy can be accessed via Internet on http://www.pbs3.gsa.gov (Select ?Vendor Information? and choose the link to the CADD Policy.). Specifications, reports, databases and similar items shall be submitted in native MSOffice 2000 format. The facility will be fully occupied during this project and majority, if not all, of the construction phase (installation, testing, commissioning, acceptance, etc.) will occur off-hours (nights and weekends). The NAICS code is 561621. The project will be procured using ?Best Value? Source Selection Criteria, which will result in a firm-fixed price award to the Offeror who provides the ?Best-Value? to the Government. Technical factors when combined will be more important than price. The Source Selection evaluation factors are listed in descending order of importance as follows: Past Performance, Project management/Delivery Plan, Project Team, Interview, Comments on Bridging Documents, Subcontracting Plan. The RFP is scheduled to be available on or about the week starting September 8, 2002. All prime contractors interested in submitting a proposal shall submit via facsimile a completed document security form downloadable from this site. As indicated, the form shall be filled out with the proper information including a photocopy of a valid business license, DUNS number, IRS tax ID number and as necessary, a valid picture state driver?s license. This information shall be faxed to the attention of the Contracting Officer, Louis DiGeambeardino at 215-209-0424. Once this information is received and verified, direction will be provided as to where the RFP, including plans and specifications, will be available for your purchase.
