- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation document will not be issued. This notice replaces a formal request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the lastest issue of the Federal Acquisition Circular. This solicitation is issued on a 100% small business set-a-side (see numbererd Note 1), NAICS Code 711130, size standard $6.0M. The Chapel at the Naval Submarine Base, Kings Bay, Ga 31547 requires a contract for Fiscal Year 2003 for a Catholic/Protestant Director of Music and Choirs for the period 01 Oct 2002 through 30 Sep 2003. Service will be for 450 hours; See the following statement of work: STATEMENT OF WORK: SCOPE: The contractor shall perform the services of Combined Parish/Congregational Choir/Music Director at the Naval Submarine Base Chapel, Kings Bay, Ga. The requirements for this service are as follows: 1. ITEM 0001: CATHOLIC/PROTESTANT MUSICAL DIRECTOR - responsibilities for worship services - the combined choir/music director will develop, coordinate, direct and deliver a comprehensive music program in support of the Command Religious Program. Also, the contractor shall be responsible for providing postlude, prelude and offertory music at scheduled chapel services. The choir program functions to enhance an atmosphere of worship. 2. DUTIES: The Combined Choir/Music Director shall: a. Conduct choir tryouts and select members for the adult and children's choir. b. Conduct weekly rehearsals to ensure choirs can adequately perform selected music. Adult choir rehearsal is scheduled on Wednesdays from 1800 to 2000 (time negotiable) for a minimum of one (1) hour each for both Catholic and Protestant service. c. Conduct Sunday Mass Services scheduled at 0900 for a minimum of one (1) hour. d. Develop musical programs designed to stimulate and maintain the interest of the participant population. e. Participate in Saturday Mass scheduled at 1700 Saturday evenings for minimum of one (1) hour. f. Conduct Sunday Protestant Divine Worship Service at 1030 for a minimum of one (1) hour. g. Shall select, in conjunction with the music committee, appropriate anthems and special music for Chapel services to include the following sessions: 1. One hundred & four (104) choir rehearsals for each community (Catholic/Protestant). 2. One hundred & four (104) Sunday Worship Services for each community (Catholic/Protestant). 3. One hundred & four (104) Catholic Mass Services at 1700 Saturday evenings for a minimum of one (1) hour. 4. Thirty-six (36) Memorial Services (or as required). 5. One (1) session each for the following events/dates: a. All Saints Vigil and All Saints Day b. Feast of the Immaculate Conception Vigil and Feast of the Immaculate Conception c. Hanging of the Greens d. Christmas Eve Mass e. Christmas Eve Candlelight f. Christmas Midnight Mass g. Christmas Mass h. Christmas Service i. Solemnity of Mary j. Ash Wednesday (2) k. Penance Services (2) l. Holy Thursday m. Good Friday n. Easter Vigil o. Easter Sunrise p. First Communion q. Ascension Thursday Vigil and Ascension Thursday r. Confirmation (TBA) s. Feast of the Assumption Vigil and Feast of the Assumption t. Vacation Bible School h. Direct Chapel Choir on Sundays for presentation of special music. Leads congregational singings as requested, and coordinates Chapel music with special musicians as invited by request of the Command Chaplain. i. Maintain appropriate music library of traditional, secular, and your oriented music. j. Serve as a professional resource person to Command Chaplain, Staff Chaplains and Chapel Staff, providing creative formats of traditional and contemporary Christian worship. k. Work under the guidance of the Command Chaplain. l. Direct and provide liturgical and contemporary music as so specified for Saturday and Sunday Catholic Mass and Protestant Divine Worship for a minimum of one (1) hour per service. m. Serve as Music Leader for Vacation Bible School (provided VBS is scheduled during summer vacation). Subase Chapel will host VBS with invitations to all commands to attend. 3. QUALIFICATION REQUIREMENTS - shall include but are not limited to: a. Have a minimum of three (3) years directing choirs. b. Have the ability to conduct sectional (bass, tenor, alto, and soprano) rehearsals. c. Must have knowledge of choral conducting. d. Must have the skill and ability to produce, conduct, and/or direct musical concerts, musical dramas, cantatas and other musical events as directed by the Command Chaplain. e. Possess the ability to read, sing, and play music. (AUDITION IS REQUIRED PRIOR TO SELECTION) f. Have a working knowledge of the liturgical traditions of various faith groups served by the Command Religious Program and be able to work with volunteer members. g. Provide two (2) letters of reference, one of which must be from a musical affiliation. 4. Contractor shall be responsible to provide a suitable substitute of comparable ability in the event the contractor is unable to provide contracted services. The contractor will pay the substitute. 5. Necessary working supplies, ordering of new music, meeting spaces, and equipment required to perform the contract will be provided by the Chapel.
