Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code for this synopsis/solicitation is 811310. Purchase Request number F1GPL122120100 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-08 effective 29 July 2002. The Government intends to award 1 contract line item number (CLIN), as described below FOR THE PURCHASE OF ST405 CRYOSTAT. The procurement for ST405 cryostat is required to have the following specifications: 1) PT405 Pulse Tube Cryorefrigerator; 2) 3/4" x 10' S.S. Flexible Line2; 1) Tool Kit; 1) Spare parts Kit; 1) Manual; 1) Vacuum Shroud; 5) Window Blanks; 2) 10 Pin Electrical Feedthroughs (6 are used with Temperature Controller; 1) Sample Holder (to be defined by customer); 1) Scientific Instruments 9650-1 or Genesis PC 2001 Temperature Controller; 1) S.I. 410-NN-1 Silicon Diode Temperature Sensor; 1) Heater Assembly; 1) KF 16 Pump Out Port. Cold Head Capacity 2nd Stage 0.40 W @ 4.2 K Cooling time to 4K 60 minutes Ultimate low temperature less than 2.8 K Weight 45 lbs. (20.5 kg.) Model CP900 Series Compressor Weight water cooled: 262 lbs. (117 kg.) Dimensions (1 x w x h) 23x21x26 in.58x53x66 cm. Power 5.5 kW @220/230 or 460 VAC, 3 phase, 60 Hz200/220 or 380/420 VAC, 3 phase, 50 Hz The contractor shall furnish all transportation, material, labor, equipment, and supervision necessary to provide a ST405 cryostat. The ST405 cryostat is used for low temperature laboratory experiments capable of lowering the temperature from 300 degrees to below 2.8 degrees Kelvin in a controlled manner, eliminating the need of liquid helium. This new pulsed tube cryostat has no displacers, displacer seals, or cold moving parts thereby lowering vibrations to the lowest levels available to date in a closed cycle cryostat. This is particularly important for experiments. Quotations that do not include prices for all Requirements will not be considered. The item must be delivered no later than 60 days after contract award. Deliver to Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial, FAR 52.212-2, Evaluation -Commercial Items: Award will be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability, past performance, and price. Offerors are required to submit at least three references for evaluation of past performance of same or similar services or items. FAR 52-212-3, Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of those provisions with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; (FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, includes 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.232-33); and FAR 52.252-2, Solicitation Provisions Incorporated by Reference. Also included are DFARS 252.204-7004, 252.225-7002, and (252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, includes 252.225-7001).
