Description
The USDA, Agricultural Research Service (ARS), intends to negotiate solely with Cepheid in Sunnyvale, CA, to furnish, deliver, install and service new Smart Cycler TD Systems with mini-centrifuges, processing blocks, cooling blocks, consumables and carrying cases in addition to annual service contracts for the USDA, ARS, Foreign Disease Weed Science Research Unit, in Frederick, Maryland and three additional locations. The systems will be used by the USDA, ARS, FDWSRU and other sites for the field detection of virus pathogens and development of molecular diagnostic assays for wheat rusts, downy mildews of corn, and identification techniques for soybean rust. Three (3) Smart Cycler TD Systems which include: a) Processing Block with 16-independent reaction sites, each with 4-color optical excitation and detection; b) Smart Cycler add-on Processing Block and USB cables; c) Laptop computer, software, and operator's manual; d) Tube Racks (4 per rack), e) Cooling Block, f) Mini-Centrifuge; g)50-EA, 25 UL and 100 UL Reaction Tubes; h) custom case for transporting; i) One-year Service Maintenance Contract. One of these units shall also include an extra mini-centrifuge and cooling block. These system shall be delivered to field sites. Two (2) each, Add-on Processing Block with 16-independent reaction sites, each with 4-color optical excitation and detection and USB cables shall be delivered to the USDA, ARS, FDWSRU. The Government has determined that Section 508 Accessibility Compliance Clause Standards 1194.22 through 1194.23 and 1194.25 and 1194.26 applies to this requirement. Therefore, the Contractor must note whether each product or service is compliant or noncompliant with the accessibility standards at 36 CFR 1194. For each item that is identified as compliant the Contractor shall provide evidence or verification of compliance. Salient Characteristics include: a fully portable system, capable of 16-independently, programable, temperature settings; adding up to six blocks in a daisy chain fashion; a thermal ramp rate: 20 to 30 minute PCR; Capable of obtaining and using thermal and optical data in real time; LED's close to the reaction tube for increased sensitivity; Four color excitation and detection for multiplex testing; Capable of providing accessories, expendables and service specific to the equipment. The software must be fully integrated with the system and capable of exporting the data to other PC applications using a MS-Excel spreadsheet. Delivery shall be F.O.B. Destination, Within Consignee's Premises to four locations: 1) USDA, ARS, Cereal Diseases Lab, University of Minnesota, 1551 Lindig Street, St. Paul, MN 55108, Attn: Dr. Lex Szabo; 2)Texas A&M University, Department of Plant Pathology, 121 LF Peterson, College Sation, TX 77843-2132, Attn: Dr. Clint Magill; 3) USDA, APHIS, PPQ, Systematic Botany and Mycotology Laboratory, BARC-West, Bldg. 011A, Rm. 304, 10300 Baltimore Avenue, Beltsville, MD 20705-2350, Attn: Dr. Mary Palm; and 4) USDA, ARS, NAA, Foreign Disease Weed Science Research Unit FDWSRU), 1301 Ditto Ave., Ft. Detrick, MD 21702, Attn: V. Damsteegt by overnight mail and includes Duty-Free Entry in accordance with FAR Clause 52.225-8. Delivery shall be completed not later than thirty (30) days after receipt of the purchase order. The Government also requires a form AD-107, Report of Transfer or Other Disposition or Construction of Property be completed by both parties, before an award. Installation, training, inspection and acceptance shall be completed within one (1) week after delivery and coordinated with the contact persons identified in the delivery information in the contract. The system includes a standard commercial warranty on all equipment, a minimum 1-day on-site training for a maximum of four (4) people at all field sites except Frederick, MD; and a set of the operations, maintenance, service, and software manuals. The Government shall issue a notice to proceed on the service maintenance contract within thirty (30) days prior to the start of the annual service. The Service Contract shall begin one (1) year from the date of installation and acceptance and continue for one year after that date. The Contractor shall not submit the invoice for this service until one year after installation or October 1, 2004, whichever is later. Companies with the demonstrated capability and financial capacity to provide and service such equipment must submit a written substantive statement outlining the Company's and systems' capabilities to the Contracting Officer within 10 days of publication of this notice. THIS IS NOT A REQUEST FOR PROPOSAL. NO SOLICITATION IS AVAILABLE.
