Description

This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: offers are being requested and a written solicitation will not be issued. This solicitation number: RFQ9402, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-07. This procurement shall be solicited under the Simplified Acquisition Procedures (SAP) and is a Small- Business Set-Aside. The North American Industry Classification System Code (NAICS) code is 334516. The USDA, Agricultural Research Service, National Swine Research and Information Center has a requirement to procure a calorimeter to measure the gross and metabolizable energy associated with feedstuffs commonly utilized in swine feeding systems. The items you are offering must meet or exceed the following salient characteristics: The system must be an integrated system consisting of the combustion bomb, water bucket, circulating water jacket, water handling system, and oxygen filling system. In addition, a fully integrated calorimeter controller is needed for data handling. The system must consist of an automated oxygen filling of the stainless steel bomb and water in the water bucket. Price must include installation by a trained factory technician. General Specifications: Repeatability: 0.10% RSD; Calorimeter type: isoperibol; Bomb type: fixed cylinder, removable head; Water bucket filling: automatic; Oxygen filling: automatic; Bomb washing: automatic; Memory: 500 tests; Temperature resolution: 0.0001 degree C. Please quote on one each of the following items: (1) Parr Model 1281 Bomb Calorimeter System (#90-4066-01) [to include #1136 oxygen bomb, built in controller and water handling system, #1756 printer, #1575 rinse tank, #1552 water cooler, #1289 spare parts kit and #1288 accessory kit] or EQUAL; (2) Additional Oxygen combustion bomb(#90-4066-09) or EQUAL; (3) Pellet press with 3/8" Die & Punch Set (#PARR-2813) or EQUAL. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1 Instructions to Offerors-Commercial Items: 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. In Paragraph (B) of 52.212-5, the following apply: 52.203-6, 52.225-1, and 52.225-13. All offerors must include copies of 52.212-3 (Representations and Certifications). Faxed quotations are acceptable to Denise Hill at fax number 1-515-663-7482 on or before September 9, 2002, Central Standard Time. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government per FAR 13.106-2. Responses shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror's equipment. Offerors shall identify where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein. Offeror shall include references of three (3) firms for which similar equipment was provided. The anticipated award date is September 16, 2002. All responsible sources may submit a quotation which shall be considered by the Agency.
