Description
NAICS Code: 334516 The United States Environmental Protection Agency (U.S. E.P.A.) intends to award a sole source purchase order contract to Horizon Technology, Inc. of Atkinson NH for an Automated Solid Phase Extraction System (AutoSPE), in support of the National Atmospheric Radiation Evaluation Laboratory (NAREL) at Montgomery AL. Specifications: 1. The automated solid phase extraction system will need to accomodate samples containing water soluable semivolatile organic compounds from water and wastewater samples and be capable of performing extractions according to US EPA SW-846 8000 Methods (Solid Waste) as well as 600 series methods (Wastewater). 2. The automated solid phase extraction system must have a modular design with a controller that can serve up to eight (8) extractor stations simultaneously. The controller must be preprogrammed with EPA methods with modifying capabilities for method development. It must be able to download methods to the extractors individually, providing the system the ability to run different EPA Methods simultaneously. 3. The automated solid phase extraction system must process the sample directly from the bottle in which it was collected. It must handle water samples ranging from 20 milliliter to one (1) liter in size. It must also automatically rinse the sample bottle with the extraction solvent. 4. The automated solid phase extraction system must have Kalrez valves, PEEK compression fittings for solvent compatibility, and PTFE Sample Handling Valves and tubing to eliminate internal and crossover contamination. 5. The automated solid phase extraction system must have water flow rates of 40 to 50 milliliters per hour routinely. It must have HPLC grade check valves. 6. The automated solid phase extraction system must accommodate a wide range of sample bottle types. 7. The automated solid phase extraction system should accept 19/22 Taper Collection Vessels or 40 milliliter or 60 milliliter VOA vials. 8. The automated solid phase extraction system must dispense up to five (5) pre-wet and up to three (3) rinse solvents to condition and extract SPE disks. It must have liquid sensors to ensure the SPE disks do not go dry during critical soaking steps. It must have the capability for multiple pre-wet and rinse steps. 9. The automated solid phase extraction system must have multiple sample bottle rinses and disk soak and air dry extractions that are operator selectable. 10. The automated solid phase extraction system must have a purge function to wash the extraction station between sample runs, and purge all solvent lines of air, if new solvents are to be used. 11. The automated solid phase extraction system hardware and software must be certified by the maufacturer to be Year 2000 (Y2K) compliant. 12. Any quote must include delivery to US EPA NAREL, 540 South Morris Ave, Montgomery AL 36115-2601, and installation at the facility by a trained and qualified specialist(s) within four (4) weeks after formal acknowledgement of contract award. 13. Any quote must also include familiarization at the time of installation at the US EPA NAREL facility for staff scientists by the manufacturer's application specialist(s). It must also include at least a one (1) year warranty on all parts and 90 days on labor. The manufacturer must also be capable of providing prompt on-site repair by trained service technicians. See Note 22.
