- Description
- The Inter-American Foundation through the Department of Treasury, Bureau of Public Debt, intends to issue an indefinite delivery indefinite quantity contract providing for time and materials and fixed-price orders to obtain professional services to support IAF work in promoting grassroots development in Haiti. The contractor will provide technical assistance to identify and assist grassroots development groups and grassroots support organizations to formulate, develop and present proposals and requests for assistance from the IAF. The Local Advisor (LA) will provide information on IAF criteria, deadlines, and application materials as well as answer basic questions for all organizations that inquire about receiving IAF funding. The LA shall perform tasks in accordance with a work plan developed with and approved by the COTR. Tasks to be conducted under this contract shall include proposal development, identifying organizations that are candidates for assistance from the IAF, meeting with and providing information about IAF programs, guidelines, deadlines and priorities to these organizations. Grant administering will include coordinating and leading orientation visits to new IAF grantees, visiting each funded project in Haiti once per year to review progress, developing, editing, delivering communications to and from grantees and translating correspondence to and from grantees as requested by the COTR. Other activities include conducting and participating in dissemination activities, attending aid and donor meetings, visiting the IAF contractor in the Dominican Republic as well as hosting a visit from the IAF contractor in the Dominican Republic and assisting IAF personnel visiting Haiti and providing monthly reports to the COTR. The contractor must possess a computer, fax, internet access and have own transportation. The contractor must be proficient in, and have substantial experience using a standard office software suite such as Microsoft Office, Star Office, or Lotus. The contractor must be fluent in Haitian Kreyol as well as English and or Spanish. The IAF may require other technical assistance related to services for IAF grantees, these will be described in appropriate task order requests. The contract will be for one year with four option year periods. All communication must be in English.
