- 17. NOTICE OF INTENT: The U.S. Coast Guard (USCG) intends to award a sole source contract to Microsoft Corporation of Redmond, WA for Microsoft Premier Support. The USCG requirement is for Microsoft Premier Support to provide technical guidance for the Coast Guard standard image in use throughout the USCG. Since Microsoft applications are used throughout the Coast Guard, only Microsoft Premier Support can provide direct access to Microsoft software developers and proprietary source code for current and future products. Purchasing support from another vendor would not be cost or time effective. SYNOPSIS AND SOLICITATION: This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DTCG23-03-R-TBX001, which is a request for quotation (RFQ). The solicitation incorporates provision and clauses that are in effect through Federal Acquisition Circular 01-07. NAICS code is 54519. The period of performance for this requirement is a base year (October 1, 2002 through September 30, 2003) and three (3) option years. The contract shall provide all technical account management (TAM), technical support and proactive and information services required for the performance of this requirement. The contractor shall provide level C incident coverage, up to sixty (60) Premier Support Service (PSS) Option Level C incident coverage technical support, up to two 2-day on site TAM visits, two (2) Microsoft Tech-Net Plus single server subscriptions, two (2 Microsoft Development Network (MSDN) Universal Subscriptions, Hotfix Support, Remote Dial-in, Multivendor Coordination, and Onsite Emergency Support. The contractor shall provide preferred access to Microsoft support professionals 24 hours a day, 7 days a week via telephone or electronically through the Premier Online Support website. The following FAR provisions apply: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items. Responses shall include relevant thoroughly documented pricing and service information. NOTICE TO OFFERORS-SOLICITATION OMBUDSMAN PROGRAM - It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolves them, where possible, without expensive and time-consuming litigation. Potential offerors who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer.
