Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number M67400-02-T-0899 applies and is issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45 and Defense Acquisition Circular 91-11. The North American Industry Classification System code is 326299. The business size standard is NTE 5.0 million. The government requires new components/equipments in response to this solicitation. Offerors mu st identify any used, reconditioned, remanufactured, and recovered government material on their quotes. The vendor shall provide descriptive literature for all equal item(s). If offeror provide ?or equal? item(s) and does not provide descriptive literature by 04 Sept 02, the submitted quotes will be considered as non-responsive. A similar or like items are synopsized under solicitation number M67400-02-T-0899. A combination of both solicitations will be considered for possible award; and therefore, vendors are encouraged to give their best pricing. The agency need is of: ITEM 0001: QTY: 2,976 EACH DURA BLOCS (BULLET TRAPS): FOR RANGE PROTECTION/REPLACEMENT. PROVIDES DURABILITY OF UP TO 5,500 ROUNDS PER BLOC 24 FEET LONG X 12 FEET WIDE X 9 FEET. COLOR: BLACK DELIVERY: Shall be FOB Destination to Defense Distribution San Joaquin Tracy Depot Bldg 30 CCP, 256 00 Chrisman Road, Tracy CA 95376. All material awarded under this contract are expected to be delivered within 30 days after the order is placed with the successful offeror. SOLICITATION PROVISIONS: The following provisions apply to this acquisition: FAR 52.211-6: Brand Name or Equal (Aug 1999). FAR 52.212-1: Instructions to Offerors-Commercial Items (Oct 2000). FAR 52.212-2: Evaluation-Commercial Items (Jan 1999): the following factor shall be used to evaluate offers: Lowest Price Technically Acceptable. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. FAR 52.212-3: Offeror Representations and Certification ? Commercial items (Apr 2002). FAR 52.212-4: Contract Terms and Conditions ? Commercial Items (Feb 2002). All offerors must ensure they are registered in the Central Contractor Registration (CCR) in accordance with DFARS 252.204-7004: Required Central Contractor Registration (Mar 2000), is mandatory requirement for all Government contracts.
