Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 858170 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-08. The Standard Industrial Code is 5045, (NAICS code is 421430) with a business standard of 500 employees. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business - Small Purchases Set-Aside. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. This procurement is being conducted as a Specific Make and Model acquisition. The FBI currently uses Image- Pro software versions 3.5 and 4.0 by Media Cybernetics. This requirement is for one (1) upgrade of this existing Image-Pro Plus software and nineteen (19) user application site licenses of the Image Pro software version 4.5 or higher application for Windows 2000, part# MCY-IPP-L. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 4:00 PM, EST, September 3, 2002, quote clearly marked RFQ 858170. Fax quotes will be accepted, and in fact, are encouraged at (202)324-5722, Attn: Mabel Comfort. No hand carried proposal will be accepted. The following clauses and provisions are incorporated by reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) provision 52.212-1, "Instructions to Offeror - Commercial Items" (OCT 2000); FAR provision 52.212-2, "Evaluation-Commercial Items" (JAN 1999); FAR clause 52.212-4, "Contract Terms and Conditions - Commercial Items" (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items" (MAY 2002), Subsection (a),(b) and (e) apply. All responsible vendors may submit a quotation which, if timely received, shall be considered by the FBI.. The Government reserves the right to award without discussions.
