Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis. A quotation is being requested and a written solicitation will not be issued. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This acquisition is 100% set aside for Small Business concerns, and is under NAICS code 532490, which has a small business size standard of 70,000 employees. This requirement is for a public address (PA) system large enough for an air show that includes delivery/setup and personnel manning. It must meet the following requirements: It must cover a triangular area with 2,200 feet on the sides (corner of ramp to intersecting points along the show line) and 3,000 feet on the base (parallel to Charlie Taxiway, 200 feet from centerline). Total area is 2.2 million square ft. System must be accessible for audio interface by a radio station for live broadcast of the show. It must also provide the following for the announcer platform: Two microphones with at least 50 feet of cable or wireless system (to mingle with the crowd off the stage), with feedback suppression systems, a monitor speaker (for the announcer to hear on stage with), two cassette players with playback capability and one CD player. The PA system operator must be set up next to the Announcing Stage. Also, system must provide wireless interface for two remotely located sound systems provided by Altus AFB. Dates of the event are: 21 ? 22 Sept 2002. System must be in place and operational no later than 0900, 21 Sept 2002. At least two references are required with quote. All quotes must be in no later than 4:30 PM, Central Standard Time, 23 Aug 02. You may contact the POC for assistance at phone (580) 481-7261. Offers on this acquisition shall be evaluated on the basis of price factors and references. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR Clause 52.219-6 ? Notice of Total Small Business Set-Aside (Jul 1996), and FAR clause 52.212-4 Contract Terms and Conditions?Commercial Items (May 2001), are incorporated by reference and apply to this acquisition. Additionally, DFARS 252.204-7004 Required Central Contractor Registration (Mar 2000) is incorporated by reference. The government reserves the right to make award on the initial quote without discussions. Each offeror shall include a completed copy of the provisions at FAR clause 52.212-3, Offeror Representations and Certifications?Commercial Items (May 2001) with the quotation. If a copy of the provisions are needed, please request one from Amp Phommachanh and a copy will be faxed. FAR clause 52.212-4 (May 2001), Contract Terms and Conditions?Commercial Items, is incorporated by reference and applies to this acquisition with the following addendum: DFARS 252.204-7004 Required Central Contractor Registration (Mar 2000). The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items (May 2001) and its deviations (May 2001) applies to this acquisition and is incorporated by reference. Paragraph (b) of the clause incorporates by reference the following FAR clauses: 52.222-3, convict labor (E.O.11755), 52.233-3, Protest After Award (31 U.S.C. 3553); 52.222-21, Prohibition of Segregated Facilities (Feb 1999); 52.222-26, Equal Opportunity (E.O. 11246); 52.222-41, Service Contract Act of 1965, as Amended (41 U.S.C.351, et seq.); 52.232-33 Payment by Electronic Funds Transfer - - Central Contractor Registration (31 U.S.C. 3332); 52.222-41, Service Contract Act of 1965, as Amended (41 U.S.C. 351, et seq.); 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351, et seq.) 52.222-43 Fair Labor Standards Act and Service Contract Act -- Price Adjustment (Multiple Year and Option Contracts.) DFARS Clause 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (DEC 2000). A Firm-Fixed Price purchase order will be issued in writing. No telephonic responses will be processed. Department of Labor Wage Determination 94-2525 Rev. 20 applies and is incorporated into this Solicitation and any resultant Purchase Order. If a copy of the Wage Determination is needed, please request one from our office, and a copy will be faxed.
